Summary

The Optics Branch within the Engineering and Technology Directorate at the Goddard Space Flight Center is seeking highly qualified individuals to serve as the Optical Alignment, Integration, and Test Lead for flight scientific instruments, including complex sub-elements and associated, critical ground support equipment, such as the Optical Alignment, Integration, and Test position for the Plankton, Aerosol, Cloud and ocean Ecosystem, Ocean Color Instrument.

Responsibilities

  • In the area of optical engineering, you will direct the development, alignment, testing, and use of techniques, components, and systems toward the construction of this item of flight hardware and associated, critical ground support equipment.
  • You will lead an optical engineering team, consisting of both civil servant and contractor personnel, working with industry partners, when required, to accomplish metrology, alignment, and performance testing of the optical system.
  • You will lead the development, test, evaluation, application, and use of optical techniques, components, and systems for measurement and sensor applications, particularly in the areas of optical metrology and test.
  • You will resolve issues in areas of high levels of uncertainty and balance significant conflicting interests. Problem solving contributions are regarded as significant to the field, agency, and public.
  • You will prepare and deliver technical presentations at conferences and international meetings.
  • You will also manage the expenditure of funds and the manpower to produce a system that meets optical requirements within the allotted schedule. Your responsibilities include schedule, cost, and technical performance. You will develop schedules.
  • You will plan, manage, and conduct complex and extensive programs that have significant impact on NASA flagship projects.
  • As needed, you will function as Task Monitor, COR, or COTR for contracts related to the task.
  • Duties described above are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

Qualifications

In addition to the Basic Education Requirement, you must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the GS-14 grade level, specialized experience includes performing optical processes required to produce complex optical systems to include work in at least three of these areas: metrology, alignment, data analysis, error budget calculation, requirements specification for procurement, metrology instruments, testing of components and assemblies, thermal-vacuum testing. In addition, must include experience serving as either an optics product development lead, lead optical engineer leading at least an optics subsystem team, or alignment, integration, and test lead leading a team of engineers and technicians.

To qualify for the GS-15 grade level, specialized experience includes performing optical processes required to produce complex optical systems to include work in at least four of these areas: metrology, alignment, data analysis, error budget calculation, requirements specification for procurement, metrology instruments, testing of components and assemblies, thermal-vacuum testing. Education

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science. Degrees in engineering technology are not considered to be qualifying for this position.

U.S. Engineering degrees must have been awarded from a college or university school of engineering with at least one curriculum accredited by the Engineering Accreditation Commission (EAC) of the Accreditation Board for Engineering and Technology (ABET). Position may be filled at either the GS-14 or GS-15 level. The full performance level for this position is GS-15. If selected at the lower level, employee may be non-competitively promoted to the next grade when qualified and recommended by management.
