DCS is seeking a full time Senior Human Resource Manager to provide strategic HR support and leadership to our growing business sectors and field operations reporting directly to the Vice President of Human Resources. Specific focus will be strategic business partnering and leadership of the HR Advisory team. Position will provide proactive support to assist operating sectors in meeting their human capital and business objectives.

Essential Job Functions:

Provide leadership and coaching to the HR Advisory team assisting with their training and career/skill development.

Partner with Employee Relations manager on recommendations and corrective actions related to ER matters.

Develop and implement proactive strategies to improve employee engagement and retention across the company.

Facilitate the rollout of HR related policies and processes from an operational perspective such as Performance Reviews, Competency Development, Manager Development Programs, Succession Planning, Career Planning and others.

Lead HR Initiatives including review of performance appraisals to improve performance feedback and proactively manage employee relations situations before they escalate.

Assist with Organizational Development and Organization Design activities.

Work with HR Systems lead to develop and maintain a suite of ad hoc and standard reports and dashboards to assist business with evidence based decision making and reporting. Take the process lead on the roll out of systems enhancements that impact operations including succession planning, career development data, HR Service Delivery, and others.

Review employee new hire, annual engagement, and exit interview survey data to identify and implement proactive changes to improve employee engagement and retention.

Strongly advocate for process improvement and the automation of HR processes.

Work cross functionally to solve business challenges and improve HR process capabilities

Work on HR initiatives related to process improvement (succession planning, organizational development). Leverage and follow DCS internal Quality Management System (QMS) to implement improvements.

Assist HR related tasks related large-scale program wins and employee transitions where needed.

Work collaboratively with managers and extended HR team to solve problems and improve the employee experience with HR processes and procedures.

Perform other duties as assigned.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A Bachelor's degree, preferably in Human Resources or related field plus 10 years of experience is required.

A minimum of 10 years of HR generalist experience demonstrating knowledge across a broad spectrum of HR functional areas including depth in employee relation matters.

Experience leading HR processes and organizational development activities.

Experience leading a team of HR specialists and leading in a matrix environment.

Experience in Government Contracting preferred in a highly technical environment.

Ability to demonstrate experience of working in a complex organization with solid understanding of HR processes, terminology, data, and best practices.

Ability to apply in-depth knowledge of HR processes in assessment of data and development of metrics.

Strong analytical skills and problem solving skills.

Self-directed with the aptitude to set priorities and work effectively in a fast paced, deadline-oriented environment.

Ability to multi-task with strong attention to detail.

Proven ability to work with highly confidential data with a high-level of professionalism.

Ability to work independently.

Excellent communication and presentation skills.

Ability to manage relationships and to interact with all levels of employees.

Exceptional interpersonal skills.

Ability to coach others and provide training.

Ability to obtain a clearance if required.

Travel required (up to 25%; currently restricted due to COVID-19).
