Summary

In service to the CFTC's goal of encouraging innovation and enhancing the regulatory experience for market participants at home and abroad, LabCFTC's mission is to be the FACE of innovation within the Commission in promoting responsible innovation among financial industry, stakeholders, and policymakers. This position serves as a FinTech Technologist in LabCFTC within the Office of the Chairman.

Responsibilities

At the full performance level of this position, you will serve as a FinTech Policy and Technology Specialist in LabCFTC within the Office of the Chairman. This role reports directly to and works with the Director, LabCFTC to perform analyses of emerging technologies and training to educate Commission staff; while evaluating new technologies for the Commission. You will collaborate with external organizations, including domestic and international regulators, focused on sharing best practices related to FinTech innovation. You will provide expert technological advice and guidance on a wide range and variety of FinTech technologies and innovations and policy efforts related to these innovations. Additionally you will;
  • Understand and engage with innovators regarding the application, benefits, and risks of their technologies/innovations.
  • Identify emerging technologies or RegTech that can benefit and make the CFTC a more efficient and effective regulator.
  • Use mastery knowledge of FinTech concepts and principles to assess products, technologies, systems, policies and processes that will enhance the Commission's ability to achieve its strategic goals.
  • Draft LabCFTC publications, including Primers and white papers, for use as educational tools regarding emerging Fintech innovations.
  • Create educational content and lead internal education sessions on new and emerging technologies.
  • Work with the Director, LabCFTC on policy initiatives, such as developing FinTech statutory and regulatory guidance and related reformation of agency technology and procurement strategy or legislative proposals on areas within CFTC's jurisdiction.
  • Participate on the Technology Advisory Committee (TAC), which was created to advise the Commission on the impact and implications of technological innovations on financial services and the futures markets.
  • Advise and consult with internal teams on FinTech developments in the derivatives markets or the financial services industry in general.

Oral Communication: Ability to express information to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); listen to others, and respond appropriately.

Qualifications

CT-14: Applicants must have one year of specialized experience equivalent to the GS/CT-13 level; examples of specialized experience include that through which one has a comprehensive knowledge of a wide range of concepts, principles, practices in the FinTech field in order to assess products, technologies, systems, and processes that will enhance an organization's ability to achieve its strategic goals; experience planning, developing, and carrying out broad and extensive analytical assignments concerning FinTech; and experience providing technological advice and guidance on a wide range of FinTech data and systems analyses.

CT-13: Applicants must have one year of specialized experience equivalent to the GS/CT-12 level; examples of specialized experience include that through which one has knowledge of a wide range of concepts, principles, practices in the FinTech field in order to assess products, technologies, systems; experience carrying out analytical assignments concerning FinTech; and experience providing technological advice and guidance on a wide range of FinTech analyses.

Relocation. Relocation expenses will not be paid.

Probationary Period. May be required to serve a one year probationary period.
