Summary

The Program Specialist in the Office of Privacy and Civil Liberties (OPCL) supports the duties and responsibilities of the Department's Chief Privacy and Civil Liberties Officer, and performs administrative duties. These duties include correspondence, reports, Department-wide privacy training, facilities, personnel security, equipment and supplies, records, budgeting, OPCL mail, email and privacy related inquiries and complaints, data calls, and human resource activities.

Responsibilities

The duties and responsibilities for a 0301 Program Specialist generally include, but are not limited to, the following:
  • Serves as a Program Specialist for the Office of Privacy and Civil Liberties (OPCL), which includes handling day-to-day administrative matters,
  • Disseminates comprehensive, accurate, and timely information via the internet, internal communications, or other media.
  • Drafts correspondence, presentations, reports, memoranda and working documents for different audiences (such as complainants, senior leadership, Congress, or other Federal agencies).
  • Performs as OPCL Security Program manager.
  • Manages the Continuity of Operations Planning Program.
  • Serves as OPCL Facilities manager.
  • Performs records management duties.
  • Assists with expense management and procurement duties.
  • Handles OPCL mail, email and privacy-related inquiries and complaints, and data calls.

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
  • You may be required to complete a one-year probationary or trial period.
  • Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.
  • You must meet all eligibility requirements by the closing date of this announcement and continue to meet these requirements throughout the hiring process. Offers can be rescinded if requirements are not met.

Qualifications

To qualify for the position of Program Specialist, (GS-0301-12), you must possess the required specialized experience specific to the series and grade you are applying to.

For GS-12: You must possess one year of specialized experience (equivalent to at least the GS-11 level or pay band in the Federal service) that included the following: 1) Performing records management duties; 2) Performing security program management duties; and 3) Preparing and reviewing written material for correspondence, presentations, reports, and memoranda.
