The Office of the Associate General Counsel for Finance and Information Law provides legal support and services to the Department of Energy on fiscal law, information law, property (real and personal) law, crosscutting matters, including specifically matters of general law. The incumbent's specific legal area of responsibility encompasses direct supervision over the functions assigned to the office.

The Department of Energy (DOE) is seeking an attorney to serve as the Associate General Counsel for Finance and Information Law who is the principal legal advisor to the Deputy General Counsel for Administration with respect to legal matters within incumbent's designated area of expertise and responsibility and directly supervises a staff of attorneys and support personnel responsible for providing legal services in these areas. The duties will include providing legal advice and support services to DOE officials on complex questions applicable to a wide variety of situations and problems relating to government agency financing (budget and congressional appropriations); providing legal support and review with respect to matters involving both real and personal property; and providing legal advice and services on matters related to information law, including the Freedom of Information Act, Privacy Act, the Paperwork Reduction Act, and the Federal Records Act; as well as providing advice and assistance on matters related to constitutional law. The incumbent will administer overall legal advice and participate in the formulation and implementation of Departmental organization matters such as DOE delegations of authority, and provide legal assistance and review regarding DOE Directives and DOE originated Executive Orders and Memoranda of Understanding. Also, the incumbent will coordinate all other legal matters involving DOE not otherwise specifically assigned.

Occasional travel - Less than 10 days per year.

All candidates must meet the minimum education requirements of successful completion of a full course of study in a school of law accredited by the American Bar Association (ABA) with a professional law degree (LL.B. or J.D.) and must be a current, active member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.


You must possess or have the ability to obtain and/or maintain a DOE "Q" level clearance for access to classified materials on a regular and recurring basis. A security investigation must be completed before a new employee can begin work. Current federal employees or other individuals with an existing completed security investigation may not be required to undergo another security investigation.

This position has been designated as a Testing Designated Position (TDP) subject to testing for all illegal drug use. You will be required to pass an initial drug test as well as continued random drug testing.

New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.

New supervisors are required to complete one year supervisory probationary period.

GS-15: Must have a professional law degree (LL.B. or J.D.) and active membership in a state or District of Columbia bar and at least four years of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work, plus, at least one additional year of professional (attorney) experience at a level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled.

Specific experience is defined as professional legal experience, which enabled the candidate to acquire the knowledge, skills and abilities necessary to perform the work relevant to a specific legal component.

This is an excepted service position where appointees must serve a one-year trial period.
