Responsibilities

This position is located within the Advisory Council on Historic Preservation (ACHP), Office of Federal Agency Programs, Office of Permitting, Licensing and Assistance, located in Washington, DC.

At the full performance level GG-13 the major duties of this position include, but are not limited to the following:
1. The primary duty of this position is to assist the NPS in meeting its responsibilities under Section 106 of the National Historic Preservation Act (NHPA) (54 U.S.C. § 306108) and its implementing regulations at 36 CFR part 800 (Section 106), with a focus on the development of programmatic improvements and alternatives, for the NPS grants programs.
2. The incumbent serves under the direct supervision of the Assistant Director for Permitting, Licensing, and Assistance (FPLAS), Office of Federal Agency Programs (OFAP). When working on matters unrelated to NPS grants programs, the incumbent will work closely with the Assistant Director for Federal Property Management Section (FPMS). The incumbent:
  • Works on long-term and strategic programmatic issues and challenges faced by NPS in administering its grants programs, including development of program alternatives to address NPS' compliance with the NHPA for the grants programs;
  • Serves as a point of contact at the ACHP for NPS grants programs issues;
  • Develops and reviews agreement documents to evidence compliance with Section 106 for NPS grants programs and, as needed, attends critical project meetings between NPS Cultural Resource, Partnerships and Science Directorate (CRPS), NPS regional staff, recipient agencies and organizations;
  • Develops educational materials and tools to assist the NPS and its grant recipients in complying with Section 106;
  • Helps to improve communication and collaboration among Grantees, NPS and the ACHP in carrying out provisions of Section 106;
  • Provides training, outreach, and implementation assistance to the field on Section 106 program alternatives for the NPS grants programs;
  • Meets bi-weekly, or as needed, with NPS staff to communicate the status of projects, tasks, and deliverables under the IAA;
  • Reports to ACHP management and leadership on the development of Section 106 program alternatives; and
  • Depending on workload and priorities, may also assist in the management of the ACHP's involvement in consultations being carried out by NPS in accordance with Section 106.
3. Depending on workload and priorities, the Liaison(s) may also
  • Facilitate and ensure the timeliness of ACHP review of priority NPS Section 106 requests, as needed and appropriate;
  • Assist with the development, review, and comment on Section 106 Memoranda of Agreement and Programmatic Agreements for NPS undertakings;
  • Provide assistance to NPS personnel regarding the interpretation of ACHP policies and procedures;
  • Recommend to the Office of the Director, OFAP, through the Assistant Directors for FPMS and FPLAS, policies and objectives to guide ACHP cooperation with NPS, and identify issues of mutual concern to both NPS and the ACHP, and assist in the development of best practices;
  • Develop, deliver, and/or assist with training and outreach programs, tailored to various NPS programs and services, to assist NPS in complying with Sections 106 and 110 of the NHPA;
  • Participate in other NPS program meetings, conferences, briefings, and/or workshops as needed;
  • Participate in ACHP staff work groups for development of new guidance;
  • Participate in activities, including conferences, of relevant professional organizations, as time and budget allows and as applicable to incumbent duties; and
  • Recommend to the Director of OFAP measures that can be taken to support ACHP cooperation and collaboration with NPS regarding activities of mutual interest.
The ACHP, Office of Federal Agency Programs has determined that the duties of this position are telework eligible. While newly hired employees usually must complete a 6 month review before becoming telework eligible, based on the current situation with employees working remotely due to the COVID-19 pandemic, any newly hired employee may begin teleworking immediately.

Salary Information
GG-13 ($102,663 - $133,465) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Specialized Experience for the series to which you are applying.

(1) Specialized Experience
To qualify for the GG-13, you must possess at least one full year of specialized experience equivalent to the GG/GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as demonstrated experience: providing cultural resource program support and professional advice in a position whose main function is centered on cultural resources and Section 106 of the National Historic Preservation Act (NHPA); participating in consultations with State Historic Preservation Offices (SHPOs), Tribal Historic Preservation Offices (THPOs) and Indian tribes; and conducting, developing or reviewing cultural resource projects or studies in support of Section 106 reviews. (Must meet all)

The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.
