Responsibilities

The ESB supports field personnel in the critical areas of witness security, liaison with U.S. Marshal's Service (USMS), the ATF Most Wanted Fugitive program, the confidential informant program and its associate registry, forensic artistry, victim/witness assistance, targeting or use of USMS/Bureau of Prisons inmates, foreign prisoner transfers, foreign national and illegal alien sponsorships and the Virtual Command Center (i.e.,protection details at the United Nations General Assembly).
  • Exercises full supervisory authority over branch personnel.
  • Develops and implements branch policies, practices, and procedures.
  • Responsible for assessing, developing, and evaluating program goals, needs, operations, and accomplishments.
  • Conducts short- and long-range planning for overall branch goals and objectives in response to changes in funding levels, policy, or legislation pertaining to branch programs and projects.
  • Plans, coordinates, and oversees effective development of branch programs/projects. Projects involve studies and initiatives pertaining to the branch's programs, functions, or operations.
  • Plans, directs, coordinates, and oversees studies and surveys to evaluate branch programs and ensure efficiency and economy of operations. Submits recommendations and decisions that reflect effective analysis of laws and regulations, budgets, strategic plans, current year operating plans, staffing plans, work studies, and other pertinent material.
  • Directs the development of appropriate measurement techniques and methodologies.
  • Advises the deputy division chief and/or division chief on significant issues and matters pertaining to branch programs and projects, e.g., the impact of new technology, new initiatives, etc.
  • Furnishes technical information and advice to field division chiefs, and/or special agents in charge in order to provide direction and uniformity in branch programs/projects.
  • Represents ATF in interagency meetings, conferences, and ad hoc committees on branch issues and program initiatives with policy officials at the Department of Justice (DOJ).
  • Coordinates projects/programs with management officials in other branches and divisions within the directorate, with management officials in other directorates at ATF Headquarters, and with officials from the DOJ or other Federal, State, and local law enforcement agencies.

Qualifications

To qualify for GS-14 candidates must also have at least one year of specialized experience equivalent to the next lower grade level at the GS-13.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include you must demonstrate that you possess appropriate experience in, or have shown the potential to develop, the qualities of successful leadership such as: Judgment and Problem Solving; Plan, Organize and Prioritize; Lead Others; Relate to Others; General Investigative Knowledge; Knowledge of Relevant Laws, Regulations, and Policies; measured during ATF's EPAS.
