Summary

You will serve as a Supervisory Information Technology Specialist (AppSw) for the Small Business Administration (SBA), Office of Disaster Assistance (ODA), Disaster Credit Management System Operations Center (DCMS OC) in Herndon, Virginia. This position is responsible for application and software design, development and implementation to meet Small Business Administration (SBA) disaster assistance mission, program and objectives.

Responsibilities

As a Supervisory Information Technology Specialist (AppSw) at the GS-2210-14, some of your typical work assignments may include:
  • Oversee the development of functional and nonfunctional requirements to ensure customer needs are met.
  • Analyze, design, develop, test, and support a series of complex enterprise-wide mission-critical IT systems.
  • Monitor software development activities and assessments and take corrective actions.
  • Draft software development project plans to include estimated resource requirements, milestones, and deliverables.
  • Lead, supervise, and manage professional and administrative staff in the design and delivery of programs and projects.
  • Monitor software development activities and assessments and take corrective actions.
  • Develop cost-benefit analyses.

IMPORTANT NOTES:
  • This is a Cadre position, which is a competitive service status position with a full-time seasonal work schedule. Although highly unlikely, depending on the level of disaster activity, you may be placed in a non-duty status if there is insufficient work.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required during heightened disaster activity.
  • The DCMS OC position is located in the business area of Herndon, VA. It is conveniently located near various eateries and shops and is accessible via public transportation.

  • You must be able to obtain and maintain a Government travel credit card.

  • A one-year supervisory/managerial probationary period may be required.
  • If the one-year supervisory/managerial probationary period is not completed satisfactorily, you may be required to complete a one-year probationary period for non-supervisors.


Qualifications

Selective Placement Factor: You must possess a Business Process Modeling Notation (BPMN) Certificate in order to be considered for this position. You must show proof of certification.

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.

Experience:

GS-14: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-13 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
  • Leading or supervising the day-to-day operations of a business/functional analysis and development team.
  • Leading day-to-day as a Product Owner to champion the stakeholder needs using Scrum and Kanban frameworks.
  • Designing, developing, and analyzing the functional and non-functional business requirements for application software for a major IT investment including establishing standard business processes utilizing industry best practices.
  • Developing system capabilities, processes, organizational structures, and information that fit together to achieve mission objectives; and
  • Utilizing a Scaled Agile Framework (SAFe).

For this vacancy, the Office of Disaster Personnel will use a Category Rating system to refer qualified applicants for consideration. This is a three-step process.
