Responsibilities

This position is located in the Human Resources Management Division (HRMD), Office of Management (OM), Office of Inspector General (OIG), Department of Homeland Security (DHS). This Division has full delegation authority and is responsible for: human resources (HR) development and management programs; interacting with and overseeing OIG's contractual services that provide various HR operational services and functions; formulating, developing, administering, and implementing the over-all HR management programs, policy, practices and procedures for nation-wide application throughout the OIG; and providing a broad range of human capital management services for the OIG headquarters and field staff.

Being a Human Resources Specialist (Performance Management and Awards), makes you a valuable member of the Office of Management (OM), Office of Inspector General (OIG), Department of Homeland Security (DHS) You will support the performance
management and awards program, serve as point of contact on agency activities pertaining to performance and awards management, ensue programs are properly managed, to provide expert level guidance and support to customers and/or stakeholders. Typical assignments include:
  • Serving as a Human Resources Specialist supporting performance management and awards.
  • Ensuring that performance and awards program goals and metrics are relevant to critical agency initiatives and programs, address clients' needs and interests, and are properly integrated with OIGs Strategic Plan.
  • Providing expert technical guidance and assistance to managers and employees on a wide range of work activities and matters related to case management and human resources (HR) program administration within functional areas concerned with performance management and awards.
  • Serving as the primary expert on complex issues associated with developing plans, assessing organizational performance, and linking the evaluation of individual employees' performance with OIG goals and initiatives.

Qualifications

GS-13
You qualify for the GS-13 grade level if you possess one year of specialized experience at the GS-12 grade level performing duties such as: 1) supporting a performance and awards program to include development, review, oversight and evaluation of Performance Management issues to support the agency's mission;; 2) providing consultative services to program officials and senior leaders to plan, review, and implement new developments in the area of performance management, performance plans and appraisals, to include awards; 3) preparing white papers and briefings for senior officials on the administration and operational areas of performance management; 4) collaborating with internal and external stakeholders to evaluate and improve HR Performance Management and Awards services, programs, and operations.

GS-14
You qualify for the GS-14 grade level if you possess one year of specialized experience at the GS-13 grade level performing duties such as: 1) overseeing a performance and awards program to include development, review, oversight and evaluation of Performance Management issues to support the agency's mission; 2) providing consultative services to program officials and senior leaders to plan, review, and implement new developments in the area of performance management, performance plans and appraisals, to include awards; 3) interpreting complex legislation, regulations and policy guidance to provide advisory services and prepare recommendations for management; 4) preparing white papers and briefings for senior officials on the administration and operational areas of performance management; 5) collaborating with internal and external stakeholders to evaluate and improve upon HR Performance Management, Awards program and services, and operational areas.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
