Responsibilities

As a PROGRAM MANAGER you will be responsible for the following duties:
  • Serves as Security and Counterintelligence Division's primary Program Manager/Contractor Officer Representative (COR) monitoring non-personal services contractors for both GDIP and security programs.
  • Ensures all contracts at DTRA headquarters and five field offices, to include GDIP-funded contracts, are properly administered by working with the DTRA contracts division and financial specialists to ensure successful execution of contracts.
  • Provides advice to Security and Counterintelligence Division and Directorate leadership on contract issues.
  • Works closely with contracting and budget offices to ensure funding is used for its intended purposes.
  • Serves as the General Defense Intelligence Program (GDIP) Resource Manager solely responsible for completing all required actions and activities for the Intelligence Program Budget Submission (IPBS) annually.
  • Represents the Agency on interagency and intra-agency planning and tasking groups and at other meetings and conferences as directed.
  • Performs liaison with high-level personnel and coordination within DTRA, the Department of Defense, and the Intelligence Community to facilitate the exchange of GDIP information and program status.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, and will typically be demonstrated by working at, or immediately below the level of the job being advertised, for a year or more. The previous work experience must clearly demonstrate the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for the GG-14 position is:
  • Experience with the IC budget process and procedures and the DIA Resource Management Office (DIRMO) reporting requirements, to include budget concepts and processes; financial tools to monitor and track all contractual obligations and expenditures by accounting classification reference number and contract line item number; and the DIRMO financial tracking system, Integrated Resource Management Information System (IRMIS), in order to perform the COR duties and responsibilities.
  • Experience with a wide range of concepts, principles, and practices in counterintelligence operations, resource management, budget, finance, and manpower; skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures.
  • Experience in protocols to participate in meeting, working groups, and conferences at National and program level events geared toward strengthening collaboration and information sharing among security, law enforcement, and counterintelligence elements to enhance U.S. Government capabilities.

Specialized experience required for the GG-13 position is:
  • Experience with a wide range of concepts, principles, and practices in counterintelligence operations, resource management, budget, finance, and manpower; skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures.
  • Experience in protocols to participate in meeting, working groups, and conferences at National and program level events geared toward strengthening collaboration and information sharing among security, law enforcement, and counterintelligence elements to enhance U.S. Government capabilities.

Specifically you will be evaluated on the following competencies:

This is an Acquisition Workforce Position in the Program Management career field. The incumbent will be required to become certified, Level II in the applicable career field within 24 months, unless a Position Requirements Waiver is approved to extend the 24 months. The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every 2 CLP periods, with a goal of at least 40 annually.

This is a Defense Civilian Intelligence Personnel System position.

Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993.

Applicants selected from this announcement may be required to serve a two-year trial period.

If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service positions.
