Summary

This position is located in the Division of Risk Management Supervision, Capital Markets Branch, HQ of the Federal Deposit Insurance Corporation conducting research, financial analysis, economic evaluations and special projects regarding capital markets, financial instruments and activities of insured institutions.

Responsibilities

Responsible for providing support in all pertinent matters relating to capital market risk management in financial institutions. This would include creating written policy recommendations for the Capital Markets Branch working in close coordination with the Associate Director.

Performs financial and economic analyses to identify sources of capital markets risk in financial institutions that must be measured and/or monitored by the regulatory agencies. Participates in the development of agency and/or interagency policy recommendations. Keeps abreast of trends and developments in the field of finance and pertinent fields of economics, accounting and law related to financial institutions.

Provides analysis to assist the Capital Market Branch in responding to safety and soundness examination of state non-member banks. Responds to examiners' requests for pricing and assessing investment securities. Provides assistance to examiners in the evaluation of capital markets risk in financial institutions. Responsible for assisting in the drafting and finalizing appropriate training material and communications related to capital markets risk management.

Compiles, organizes and maintains management reports to assist the Branch in the deployment of resources, such as budget and project management reports.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-09: Applicants must have at least one year of specialized experience equivalent to the next lower grade GS/CG-7 level in the Federal service. CG-09: Specialized Experience is defined as experience that includes performing financial analysis and evaluation work by applying established analysis methods and procedures and processing information for financial reporting. OR

EDUCATION: Master's or equivalent graduate degree with major study in finance, business administration, economics, accounting, insurance, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position. OR COMBINATION of graduate level education and specialized experience as described above, that together meet the qualification requirements for this position.

CG-11: Applicants must have one year of specialized experience equivalent to the GS/CG-9 grade level or above in the Federal service. Specialized Experience is defined as experience that includes performing financial analysis and evaluation work applying established analysis methods and procedures, examining analysis in the financial services industry, and collecting and processing information for financial reporting, modeling or analysis. OR

EDUCATION : Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education with a major study in finance, business administration , economics, accounting, insurance, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position. OR COMBINATION of graduate level education as described above beyond the 2nd full year of graduate education, and specialized experience as described above, that together meet the qualification requirements for this position.

CG-12: There is no substitution of education at the CG-12 level. Applicants must have one year of specialized experience equivalent to the GS/CG-11 grade level or above in the Federal service. Specialized Experience is defined as experience that includes performing mathematical or statistical calculations related to analyzing banking regulation, the financial services industry or financial markets, or collecting and processing information and using the information for financial reporting, modeling, or analysis, and developing new methods or polices.
