Responsibilities

This Management and Program Analyst position is located in the Chief of Staff, Resource Management Office, Human Resources Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
  • Analyzing systems, processes and procedures used within the Resource Management Office to develop and propose recommendations to garner efficiencies and to assist leadership in reducing time and expenditures, as appropriate
  • Reviewing and Interpreting policy guidance and provides assistance to managers and employees in interpreting how this guidance should be applied to assigned program areas, including new approaches and interpretations consistent with underlying statutory or higher authority directives.
  • Developing, delivering, managing and maintaining HR information systems as both a contributor, and as a content manager for numerous SharePoint systems. Providing recommendations for improvements to systems and/or processes to improve operational efficiency.
  • Researching new or revised business and management practices, policies and guidance and applies quantitative and qualitative findings on the efficiency and effectiveness of human resources and budget execution
  • Analyzing, interpreting and developing guidance involving compensation administration in accordance with applicable TSA policies, and advises senior leadership of compensation flexibilities and their use in recruitment, management and retention of employees.
  • Serving as a technical specialist and liaison working with stakeholders on items related to position classification, recruitment, staffing, pay setting, employee relations concerns, Voluntary Leave Transfer Program cases, Employee Performance Management Program actions, formal and informal performance awards, incentives, recognition and other human resources related functions

**** It is anticipated that all TSA Headquarters personnel within the Washington, DC metropolitan area will begin relocating to Springfield, Virginia beginning Summer 2020. Qualifications

Specialized Experience Statement: To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Providing a wide range of human resources related services in support of one or more of the following program areas: staffing, compensation and position classification; and
  • Analyzing and/or evaluating human capital processes or administrative operations to identify problems and recommend solutions; and
  • Ensuring the accuracy of job descriptions, vacancy announcements, position modifications, and supporting documentation.

Specialized Experience Statement: To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Providing advisory and consultation services to federal leadership officials on federal recruitment and hiring issues; and
  • Researching personnel actions (e.g., benefits changes, promotions) within human resources related information systems to ensure compliance and timely submission; and
  • Developing and presenting personnel actions reports (i.e. compliance, status) to management.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
