Summary

In this position, you will serve as the Accountability, Quality Control, and Policy Program Manager for DFC-wide human resources services. This is a critical role to ensure human resources operations are conducted in a manner consistent with organizational strategic goals, policies, and government-wide laws, rules, and regulations.

Responsibilities

  • Develops, implement and maintain an on-going accountability program for the DFC, as well as maintain a state of readiness for Office of Personnel Management evaluations.
  • Assesses the delivery and execution of all applicable staffing/recruitment regulations and procedures, including development and implementation of quality control measures.
  • Evaluates and advises on the effectiveness, efficiency, and compliance of human capital programs and operations.
  • Continually reviews programs, personnel actions, etc., to identify areas of potential vulnerability, conducts thorough analyses of these areas, and develops recommendations to close vulnerabilities.
  • Conducts internal audits and implements the quality control program
  • Analyzes data collected from evaluations of the HR program, identifies program weaknesses and the sources of such weaknesses, develops comprehensive reports with findings and recommendations, and uses the data to drive change in policy and processes
  • Conducts complex research and analyses covering the full spectrum of human resources policies in order to determine the need for and to establish and sustain policy initiatives and interpretation.
  • Serves as a senior advisor and project lead in collaborating with HR staff, managers, and/or supervisors to develop policies, interpretations, and guidance. Develops appropriate interventions for management on significant HR issues and concerns.
  • Develops policies, Standard Operating Procedures, job aides, guidance and training sessions for HR staff and managers.
  • Reviews policies prepared by others to ensure compliance with appropriate rules and guidance.
  • Prepares or reviews packages for HR issues such as veteran Passover requests, use of superior qualifications, enhanced leave requests, etc.
  • Manages the development and implementation of policy for the DFC's excepted service hiring authority.
  • Evaluates new or modified legislation for projected impact upon existing programs or translates complex legislation to meet DFC's needs.

Qualifications

You must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-13 level that includes experience in:
- Planning and conducting accountability evaluations in compliance with the OPM Human Capital Framework, to identify program strengths and weaknesses for a federal human resources program;
- Implementing a quality control program;
- Interpreting and applying federal staffing, pay, and classification regulations in an operational environment;
- Analyzing data discovered in human capital evaluations, writing evaluation reports identifying strengths and weaknesses, and using findings to drive policy and process change in a HR organization;
- Interpreting complex HR regulations, evaluating new or modified legislation, determining the impact on HR programs, and
- Developing policies, Standard Operating Procedures, job aides, guidance and training sessions for HR staff and managers.

  • TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
