Summary

This position is located in the Headquarters Office of the Consumer Product Safety Commission, Office of Financial Management, Planning & Evaluation, Division of Procurement Services, in Bethesda, MD. The division is responsible for the solicitation, negotiation, evaluation, and award of contracts. Requirements include commercial item procurements up to $5 million, and open market and Federal Supply Schedule negotiated procurements covering a broad range of procurement methodologies.

Responsibilities

The incumbent is responsible for contract specialist pre- and post-award functions. Attends planning meetings and independently plans procurement actions. Duties include preparation of solicitations and supporting documentation, analyzing quotes, performing price and technical analysis, and preparing contract award documents. This individual will be responsible for administration of contracts after award including correspondence, modifications, and resolution of performance issues.

MANDATORY CERTIFICATION REQUIREMENT: To be considered for this position applicants must currently possess Level I Federal Acquisition Certification-Contracting (FAC-C) certification from a civil agency or Level 1 Defense Acquisition Workforce Improvement Act (DAWIA) certification from any Department of Defense activity.

Must be a U.S. Citizen.

This is a Public Trust Position. Employment in this position requires a background investigation. Depending on your status, this position may require serving a 1-yearprobationary period.

Qualifications

In addition to the mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-11: 1) Reviewing requisitions and determining the appropriate method of procurement; 2) Preparing and issuing solicitation documents; and 3) Performing detailed analysis of bids or proposals received.

GS-12: 1) Reviewing requisitions and determining the appropriate method of procurement; 2) Preparing and issuing solicitation documents; 3) Performing detailed analysis of bids or proposals received; and 4) Handling pre-award and/or post-award functions for a variety of supply, service, technical and/or management services contracts, etc. for several activities within an organizational area.

Education

Mandatory Education Requirement. All applicants must meet one of the following requirements to qualify:

Mandatory education requirement: a) must possess a bachelor's degree any field of study. OR b) at least 24 semester hours in any combination of the following business related fields: accounting, business, finance, law, contracts, purchasing, economics,

industrial management, marketing, quantitative methods or organization and management.

Exception to the mandatory education requirement:

Federal employees who occupied GS-1102 positions on January 1, 2000 at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including the GS- 12 level.

In addition to meeting the mandatory education requirement listed above, applicants may substitute education for specialized experience at the following grade levels: GS-11: Three (3) years of progressively higher level graduate education or a Ph. D. or equivalent doctoral degree in business-related fields.

GS-12: There is no substitution for specialized experience at this grade level.
