Duties

Summary

As a Human Resources Specialist (HR Development) at the GS-0201-13, you will be part of Employees Services, Strategic Workforce Planning, Talent Management Group, OPM. In this role, you will provide technical assistance, customer engagement and change management approaches for government-wide human capital strategies. You will also provide government-wide program management, guidance and technical assistance in employee learning and development as well as strategic human capital management.

Responsibilities

  • Assess ongoing progress of assigned projects, pilots and the government-wide efforts to meet government-wide milestones
  • Research and review legislative proposals or final actions and comments by Councils of Interest (COIs) and measures the impact on assigned projects and initiative.
  • Provide technical assistance and guidance to agencies on policies and programs pertaining to learning and development and strategic human capital management.
  • Evaluate major facet(s) of agency?s Human Resource Development program involving major departures from precedents and established procedures.
  • Lead on preparing and issuing communications and information sharing with agency staff, interagency councils and related workgroups.
  • Respond to agency inquiries and provides guidance as per the Government-wide policies and regulations.

Qualifications

For the GS 13: You must have one year of specialized experience at the GS-12 level grade level (or equivalent) consulting with human resource offices and other agencies on learning and development programs, strategic human capital management programs and workforce planning to determine government-wide trends, challenges and emerging practices.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
