You will serve as a Human Resources Assistant for the Small Business Administration (SBA), Office of Disaster Assistance (ODA), Office of Disaster Personnel - ODP in Herndon, Virginia. This position provides Staffing, Recruitment & Placement, Information Systems and/or Benefits support.

Responsibilities

As a Human Resources Assistant at the GS-0203-7, some of your typical work assignments may include:
  • Preparing and reviewing personnel actions and ensuring the data is accurate, complete and in compliance with applicable guidelines.
  • Researching inconsistencies or errors by utilizing various personnel systems, verifying policies, procedures or guidance and initiating corrective actions.
  • Entering personnel actions (such as accessions, promotions, separations, etc.) and payroll data into the National Finance Center (NFC) automated HR system.
  • Participating in the preparation and creation of vacancy announcements by utilizing automated staffing system such as USA Staffing and preparing case files for documentation.
  • Assisting HR Specialists with applicant qualification determinations and applicants' eligibility for lower-graded positions.
  • Reviewing new employee in-processing forms for completeness and accuracy.
  • Providing general HR information and assistance to current Office of Disaster Assistance (ODA) employees and external applicants.
  • Initiating background investigations in an automated security system.
  • Utilizing Microsoft Office programs to create and prepare reports, complete internal processing forms and respond to employee and applicant inquiries.

ODP is located in the business area of Herndon, VA. It is conveniently located near various eateries and shops and is accessible via public transportation.

Conditions of Employment

  • You must be able to obtain and maintain a Government travel credit card.
  • Favorable background investigation and credit check are required.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to fourteen hours a day).
  • Credit Score must be at least 500.


Qualifications

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.
You must meet all qualification requirements by the closing date of this announcement.

Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer or that experience will not be credited for meeting the specialized experience requirement.
GS-07: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-06 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. Your experience working in a Human Resources (HR) office and with HR automated systems to complete three of the four following backend tasks:
  • Personnel actions such as new hires, promotions, terminations, benefits changes or reassignments
  • Calculate the proper pay rate, leave and retirement eligibility or tenure
  • Make tentative job offers and coordinate entry on duty dates
  • Collect and verify the accuracy of In-processing paperwork such as credit history reports, background investigation documents, direct banking deposits, or state and Federal tax forms


Education

Education:
Generally, there are no educational substitutes for this series and grades, however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

If qualifying based on education, you must submit transcripts by the closing date of this announcement or you will not be found eligible.

Additional information

If you work or are expected to work at least 90 consecutive days and 130 hours per month, you will become eligible for health insurance benefits only.
