Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

• Exercises staff supervision over munitions studies, conducts sub-analyses, and considers procurement and sustainment issues for war reserve munitions in studies and analyses supporting the decision making process.
• Provides guidance, advice, and technical support to senior leaders in the application of operations research techniques and methodologies to studies of war reserve munitions requirements, strategies, devices, procedures, and evaluation methodologies.
• Collaborates with a variety of organizations involved in war reserve munitions requirements, storage, procurement scheduling research, and systems analysis.
• Utilizes complex operations research (OR) techniques to provide in-depth analysis on Army decisions impacting Army wide programs.
• Formulates methodologies to quantify issues, evaluates measures of effectiveness, and determines the relative worth of competing alternatives.
• Manages and packages multi-directorate projects as needed and presents findings in reports and briefings to senior decision makers with results of this analysis impacting throughout the Army.
• Utilize mathematical, statistical, and other scientific methods/techniques, to analyze planning, procurement, and sustainment associated with cost-effectiveness models, and simulations to ensure integration of war reserve munitions management systems

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A comprehensive background investigation is required.
• This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Operations Research Analyst:

Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes conduct analysis and studies of quantitative requirement matters; provide advice and guidance to leadership on operations research; and utilizing operations research techniques to resolve complex issues and/or problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
