Summary

This position is located in Agricultural Research Service (ARS), Beltsville Agricultural Research Center (BARC), in Beltsville, MD.

The incumbent works closely with the location's management team to efficiently and effectively carry out all administrative operations. Such functions include management advisory services, budget, human resource, agreements, purchasing and contracting.

Responsibilities

  • Examines, analyzes, and interprets accounting data, records, and reports.
  • Ensures financial plans for agreements are established, billings are prepared, and the close out of financial and technical performance reports and agreements
  • Manages human resource processes at the Center level, and serves as primary liaison with NEA and/or HQ Human Resource Division.
  • Makes recommendations to management officials on propriety, relative need, and special problems which may be encountered in processing such requests.
  • Provides information to management regarding procedures, laws, regulations, and policies dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, career development, training, and other human resources activities.
  • Develops or reviews the preparation of contract documents, ensuring proper statement of work, justification and adequate funding.
  • Oversees the procurement program for contracting and ensures personnel are aware of and use required sources of supply.
  • Prepares administrative policy statements, standard operating procedures, and other guidance.
  • Reviews current procedures for internal processing of administrative work, and recommends improvements to work flow and efficiency of operations.
  • Advises management officials on the regulatory requirements for the development and control of all extramural agreements
  • Manages the purchases of supplies and services within a timely manner and within budget.

At The GS-09:
Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with financial management, HR management or procurement; preparing reports or administrative documents; and informing employees of human resources rules, policies, regulations, or procedures.

OR

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, if related. Related degrees may include Business, Business Management, or Business Administration.

OR

A combination of graduate level education and specialized experience as described above.

At The GS-11:
Qualifying experience for GS- 11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience managing budget formulation, execution, or administration; examining, analyzing, or interpreting accounting data; preparing reports, administrative policy statements or procurement cost analysis; and advising and informing employees of human resources rules, policies, regulations, or procedures.

OR

Education: Completion of a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree, if related. Related degrees may include Business, Business Management, or Business Administration.

OR

A combination of Ph.D. level education and specialized experience as described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
