The Office of the Chief Administrative Officer is seeking a mission-driven candidate to join our team's mission to provide excellent administrative, technical, and operational solutions so the Members of Congress can perform their Constitutional duties. While no two days are the same, in this role you will be trusted with:

· Assisting in budget formulation and execution activities for the House, in compliance with all existing laws and policies.

· Providing expert analysis, advice, and assistance to assigned House accounts in the planning, formulation, and execution of their budgets.

· Managing execution activities, including development of projections and spending plans. Conducting research and analyses to recommend appropriate spending levels, monitoring execution against the plan, and regularly meeting with stakeholders, providing them with budget information to inform spending decisions.

· Performing trend and variance analyses and identifying material changes in funding outlook due to changes in operations and/or business practices, ensuring adequate funds for program coverage.

· Providing consistent customer service in a consultative and solutions-based environment, through proactive outreach and issue resolution.

· Communicating effectively both orally and in writing with a variety of people both internal and external to the organization.

· Performing transactional duties in the financial system, to record, monitor, report on and realign budget authority as required.

· Working with House account representatives on open obligations reviews to ensure all available funds are liquidated in a timely manner.

· Training customers on budget tools used for formulation and execution activities.

· Managing and coordinating routine office administration duties.

· Performing other official duties and completing special projects as assigned.

Your Team

The CAO's Office of Finance provides financial management services to Leadership, Members, Committees, Officers and Offices of the U.S. House of Representatives. As part of the CAO, Finance serves as a key strategic business partner. Responsible for the planning, formulating and implementing the budget and providing budget guidance to the House, the Budget, Planning and Analysis division places strong emphasis on analysis, customer service, and optimal resource management to aid Leadership decision making.

The ideal candidate will be someone who takes initiative, enjoys finding solutions when presented with challenges, is self-motivated, fosters strong working relationships with key stakeholders, is very detail-oriented, and takes pride in their work. Must be able to maintain confidentiality, work independently and collaborate well as part of a team. Individual must work well under pressure, meet critical deadlines and be able to work additional hours as needed.

Qualifications

Who You Are:

You're the complete package: A program/budget analyst with a proven track record of providing analytical and subject matter expertise on developing strategic financial plans and turning financial requirements into executable budgets.

We would love it if you have prior House of Representatives/Federal Government experience.

To be considered for the Budget Analyst role, you have:
  • A minimum of 2 years' experience in accounting, finance, and/or the Federal budget, preferred .
  • Bachelor's degree, with concentration in Finance, Accounting, Business Administration, or Public Administration, preferred .
  • The ability to secure and maintain Federal Government security clearances as deemed appropriate by senior management, required .
  • Intermediate knowledge of computer applications, specifically Microsoft Excel and other software programs, at minimum .
  • Knowledge of budget planning, formulation, and execution; ability to apply this knowledge to manage budget accounts.
  • Working knowledge of financial systems/software, such as PeopleSoft, OMB MAX, and/or Hyperion, preferred .
  • Strong analytical skills, including knowledge and application of trend analysis and financial forecasting.
  • Ability to accurately enter, interpret, and present data, ensuring data integrity.
  • Knowledge of relevant laws, rules, and regulations, including appropriations law, preferred .
