Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

  • Expert knowledge of qualitative and quantitative methods and techniques, program management policies and procedures.
  • Manage complex analysis, development, implementation and evaluation of programs.
  • Perform financial analysis on a continuous basis.
  • Develop and prepare forecast reports of funds utilization.
  • Provide direction to managers by recommending adjustments, such as redistribution of funds in response to changes in program, staffing levels, and/or funds available.
  • Participate in conferences and meetings for the purpose of developing program requirements for organization.
  • Develop monthly execution reports which detail forecasts of obligations, to include direct cite and reimbursable orders for in-house support, customers support, and contractual awards.

  • Position requires the incumbent to obtain and maintain a Secret security clearance.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level II in the Acquisition Career Field Financial Management within 24 months with an additional 12 months from the date of Entrance on Duty (EOD) up to a total of 36 months.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Incumbent must pass a drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.

This is a TERM position. It is a time limited position and may be extended up to a maximum of six years. Position may be converted to a permanent, career or career conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous services under a term appointment in the competitive service AND employee must have a current performance rating under such a term appointment of at least fully successful or equivalent.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Manage the processing of accounting transaction using automated financial systems such as the General Fund Enterprise Business System (GFEBS); 2) Expertise in financial reporting, formulation, cost analysis, budget execution/justification, and data management and/or; 3) Experience applying analytical methods to manage business/financial programs and resolve program deficiencies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service NH-02(GS-11).

Education
