SAIC is deploying a multidisciplinary team of experienced professionals to provide technical management and support services that will assist in delivering effective, consistent and timely project management execution throughout the Software Development Life Cycle (SDLC). SAIC is seeking a Program Analyst to support project management activities across a broad spectrum of Office of Information & Technology (OI&T) projects. Role Overview: The Program Analyst provides cross-functional administrative and technical support for an IT Product Line, specifically in the areas of communication, compliance, and reporting. Responsibilities: Manage information systems (SharePoint, Jira, GitHub, VAPARS dashboard, etc.) to enter and manage cost, schedule, risk and performance data Evaluate the effectiveness of processes and procedures by collecting qualitative and quantitative data and summarizing findings in written and graphical reports Support VA project managers in the preparation for project milestone reviews and critical decision points Facilitate executive-level virtual meetings; prepare meeting agenda, capture meeting minutes, and track outcomes and action items. Develop and coordinate high quality responses to data calls received from internal and external stakeholders, including talking points, web content, Congressional responses, PowerPoint presentations, white papers, formal testimony, and miscellaneous data calls. Create routine and ad hoc reports, with the ability to produce alternate depictions of IT project performance data to identify and highlight issues Maintain a knowledge management repository and historical record of responses to information requests. Draft responses to recurring communication tasks and other mission-driven ad hoc requests for information. Develop and implement recommendations for improving processes and procedures operating programs Manage and track risk identification and tracking activities, including processes for escalating risks to issues Facilitate executive-level virtual meetings; prepare meeting agenda, capture meeting minutes, and track outcomes and action items. Track VIP/VAPARS compliance activities and perform recurring gap analyses to identify missing data and documentation Translate technical information from disparate sources into executive-level communications. Work proactively and independently to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices. Plan, monitor, and control relevant tasks outlined in the contract and statement of work. Maintain knowledge of VA rules and regulations. Function as part of an integrated team sharing products, best practices, and information across the portfolio. Perform related duties as assigned by supervisor. Be an advocate for our VA customer stakeholders and the ultimate beneficiaries of our solution - our Nation s Veterans. Qualifications Required Education and Experience: A Bachelor s Degree in a business discipline or related, with at least 3 years of relevant experience. May accept an additional 4 years of experience in lieu of Bachelor s Degree. Ability to obtain a Public Trust security clearance. Excellent verbal and written communication skills, including the ability to communicate with brevity and clarity In depth understanding of development life cycles Experience with Jira and GitHub or other applicable agile testing tools Experience with client management Preferred Qualifications: Federal employment of consulting experience Experience supporting the VA. Familiarity with VA OIT EPMO Veteran-Focused Integration Process (VIP). Knowledge of and success performing in a role within a Project Management Office for large programs in the federal government environment.
