Description JOB DESCRIPTION: Designs, develops, documents, tests and debugs application software. Conducts analysis and collaborates with subject matter experts in the planning, design, development, and utilization of electronic data processing systems for information storage, processing, presentation, manipulation, display, or reporting. End product may be special use, customized, or commercial software. Determines computer user needs; analyzes system capabilities to resolve problems on program intent, output requirements, input data acquisition, programming techniques and controls; prepares operating instructions; designs and develops autonomous services, desktop applications, web applications, scripts, and utility programs. Ensures software standards are met. (It should be understood that this is not intended to be a detailed nor comprehensive description of any individual employee's job content. Managers set the specific duties and responsibilities for each employee). Applies extensive technical expertise and has full knowledge of other related disciplines. Receives assignments in the form of objectives and establishes goals to meet objectives. Provides guidance to subordinates to achieve goals in accordance with established policies. Work is reviewed and measured based on meeting objectives and schedules. Establishes and recommends changes to policies which affect subordinate organization(s). PROBLEM COMPLEXITY: Develops technical solutions to complex problems which require the regular use of ingenuity and creativity. FREEDOM TO ACT: Work is performed without appreciable direction. Exercises considerable latitude in determining technical objectives of assignment. Completed work is reviewed from a relatively long-term perspective for desired results. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. IMPACT: Guides the successful completion of major programs. Erroneous decisions or recommendations would typically result in failure to achieve major organizational objectives. LIAISON: Represents organization as prime technical contact on contracts and projects. Interacts with senior external personnel on significant technical matters often requiring coordination between organizations. Develops, creates, and modifies general computer applications software or specialized utility programs. Analyze user needs and develop software solutions. Designs software or customizes software for client use with the aim of optimizing operational efficiencies. May analyze and design databases within an application area, working individually or coordinating database development as part of a team. Researches, designs, develops, and tests operating systems-level software, compilers, and network distribution software, industrial, military, communications, aerospace, business, scientific, and general computing applications. Sets operational specifications and formulate and analyze software requirements. Apply principles and techniques of computer science, engineering and mathematical analysis. Analyzes and develops computer systems possessing a wide range of capabilities, including numerous engineering, business and records management functions. Develops plans for automated information systems from project inception to conclusion including systems requirements determination. Designs software tools and subsystems to support software reuse and domain analyses and manages their implementation. Manages software development and support using formal specifications, data flow diagrams, other accepted design techniques and Computer Aided Software Engineering (CASE) tools. Qualifications TYPICAL EDUCATION AND EXPERIENCE: Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience.
