WMATA's Office of Maintenance of Way Engineering is recruiting a Senior Program Manager, Structures Inspection and Maintenance Engineering. This position will lead a team of engineers evaluating the quality of structural inspections performed on a complex portfolio of structures in the country's second largest metro system including bridges, culverts, stations, tunnels, ventilation shafts and other facilities. The system serves 91 stations and has 117 miles of track. They will also coordinate with and advise the structural maintenance group, and collaborate on policies and procedures for inspection and maintenance activities. Expertise in hands-on structural inspections, management of others performing structural inspection quality and documentation reviews, and strong management skills are required. The ability to prioritize structures for maintenance or renewal, in collaboration with planners, maintainers and other stakeholders, is also required. C urrent certification preferred, but previous certification with ability to become recertified / current in next 6 months would also be acceptable)

Minimum Qualifications

  • Bachelor's Degree in Civil/Structural Engineering


· Ten (10) years of structural engineering experience, including at least six (6) years performing and supervising structural inspections, and including at least four (4) years in a supervisory or project/program management capacity

· Experience writing policies and procedures


· Valid Driver's License

· Level 2 Roadway Worker Protection Certification within 1 month of starting position

· FHWA-NHI-130055 Safety Inspection of In-Service Bridges

· FHWA-NHI-130078 Fracture Critical Inspection Techniques for

Steel Bridges.

  • Master's Degree in Civil/Structural Engineering
  • Field construction and/or maintenance experience preferred

Job Summary

The Senior Program Manager Inspection and Maintenance Engineering directs structures inspections quality control and structures maintenance engineering, for structures throughout the Authority that support rail service, and provides guidance on other non-rail service supporting structures as needed. The incumbent sets requirements for structural inspections including frequency, intensity, instructions and procedures. The incumbent leads the independent quality control (QC) inspections, inspection documentation and related reporting received from staff and contractors performing the inspections. The incumbent provides engineering support and guidance to the structures maintenance crews and structures inspection crews and performs as Task Manager or Supervisor (whether the work is contracted or self-performed) for structures QC engineers and maintenance engineers.

Essential Functions
  • Establishes and manages requirements for structural inspections including frequency, intensity, instructions and special procedures and leads the development and revision of policies, procedures and standards in support of structural infrastructure inspections to ensure they comply with legal and safety requirements and industry best practice. Provides requirements and guidance to the structures inspection group, so that an accurate and current status of the condition of structures are reported and deterioration is monitored from inspection to inspection. Ensures that inspection instructions and procedures can be acted upon in order to maintain the structures in a safe condition and State of Good Repair. Types of structures include aerial guideways, direct-fixation track support (in coordination with the track engineering group), tunnels, culverts, and facilities such as stations and maintenance buildings.
  • Supervise the independent QC of the structural inspections and inspection documentation. Performs the role of Task Manager or supervisor (whether the QC work is contracted or performed by WMATA forces) for the structures inspection QC engineering staff to ensure that the structural inspections are performed and documented accurately and comprehensively, so they may be relied upon to guide maintenance and capital program / renewal decisions.

· Provides engineering support and guidance to the structures maintenance crews for structural repair and maintenance work performed by WMATA. Performs the role of Task Manager or supervisor to structures maintenance engineers (both internal and contracted). Liaises with ENGA structural group to request repair designs, and assist maintenance group with implementing the designs and procedures. Leads the development and revision of policies, procedures and standards in support of structures infrastructure maintenance and ensures they comply with legal and safety requirements and industry best practice. Ensures that the structures maintenance performed by the maintenance crews is performed properly in order to extend the life of the structural assets.

· Sets thresholds for and tracks defects / conditions that are sent to ENGA for repair procedures or renewal / replacement designs and works with ENGA, inspections, maintenance and renewal project management teams to control the transfer and tracking of those defects / conditions through remediation. Transfers the information between ENGA and the maintainers. Monitors, controls and maintains repair procedures and design documents in current use, and the status of repairs above certain structural condition thresholds in collaboration with maintenance management So that when conditions are severe enough to require maintenance or renewal, that they are sent to the correct party and acted upon, to ensure conditions are not allowed to deteriorate without appropriate action and attention of management.

· Prioritizes structural renew projects in order of urgency. Participates in a portion of the on-site inspections to verify order of urgency. Participates in transit asset management planning for maintenance and renewals, including budgeting and scheduling to ensure efficient use of funding, track time (when required), and other resources. Provides input for planners and estimators to prioritize, estimate budgets for, and make high level schedules to address maintenance and renewal needs.

· Provides engineering guidance to advise structural inspection crews, on crew training, equipment usage and effective scheduling of inspections. Participates in development of in-house training programs for inspection staff to ensure that the structural inspections are performed properly and that crews performing the inspections are competent and retain current skills and knowledge.
