DISA is seeking highly-motivated, mission-oriented, and innovative Contract Specialists to join the Defense Information Technology Contracting Organization (DITCO). Positions are located at Fort Meade, MD.

GS-11 Salary Range: $72,030 - $93,638
GS-12 Salary Range: $86,335 - $112,240
GS-13 Salary Range: $102,663 - $133,465

Responsibilities

  • Procure classified and unclassified information technology services for DISA and non-DISA mission partners.
  • Assist mission partners with acquisition planning.
  • Collaborate on the preparation of complete acquisition packages.
  • Prepare and issue solicitations.
  • Evaluate proposals and quotes.
  • Complete cost/price analysis to determine fair and reasonableness.
  • Conduct discussions and/or negotiations with offerors.
  • Document the contract file.
  • Prepare and award contracts.
  • Perform contract administration.
  • Close-out completed contracts.
  • Serve as the primary business advisor to mission partners.
  • May be required to obtain and maintain a limited signatory authority Contracting Officer's warrant.

Qualifications

Basic Education Standards for positions in the 1102 series:

Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees.

Education Exemptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current DoD employees or Armed Forces members, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees).

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education .

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application. Specialized Experience:

For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal Service, Military, or Private Sector.

Your resume MUST demonstrate experience negotiating, awarding and modifying contracts and developing terms and conditions of contracts.

For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal Service, Military, or Private Sector.

Your resume MUST demonstrate experience negotiating, awarding and modifying contracts, administering terms and conditions of contracts and addressing performance issues under the contract.

For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal Service, Military, or Private Sector.

Your resume MUST demonstrate experience in all phases of planning, awarding, and administering contracts for the federal government from cradle to grave.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

Substitution of education for specialized experience at the GS-11 grade level: You must have completed at least three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
