Responsibilities

  • Directing short and long range program planning and projections; formulating and evaluating budget activities/forecasts and justifications; and reviewing and refining procurement policies used in the acquisition of goods and services to enhance operational efficiency.
  • Providing authoritative interpretations, instructions, and guidance relative to all phases of procurement management; and managing a centralized procurement operation enterprise-wide through subordinate supervisors.
  • Initiating, coordinating, conducting, and/or reviewing complex projects or studies that are self-generated or requested by the Division Chief/Head of Contracting Activity, or senior leadership; and providing advice on the full range of procurement issues, programs, and policies.
  • Planning, directing, supervising, and coordinating professional, technical, and administrative support personnel engaged in the procurement of all equipment enterprise-wide; and developing and accessing training and developmental needs of employees.

  • U.S. citizenship is required.


Obtain and maintain a Tier 5 Top Secret or Tier 3 Secret security clearance
  • Pass a drug test (urinalysis)
  • Certify you have registered with the Selective Service System if you are a male applicant born after December 31, 1959, or certify you are exempt from having to do so under Selective Service law.


Qualifications

You must demonstrate at least one (1) year of the defined specialized experience equivalent to the next lower grade level and meet the Office of Personnel Management (OPM) Individual Occupational Requirements (IOR).

Specialized experience is defined as:
  • GS-14: performing duties such as planning, directing, and coordinating a procurement team and providing the full range of contracting services for the acquisition of a wide range of services and supplies.
    AND

OPMs Individual Occupational Requirements (IOR) is defined as:

Certifications Required: Level III Federal Acquisition Certification in Contracting (FAC-C Level III)
