Summary

This position is located at Peace Corps' Office of Human Resources and serves as the Administrative Officer. The incumbent of this position reports to the Chief Human Capital Officer (CHCO) and serves as primary for all office activities involving, Budget and Finance, Procurement, Contracting, Travel, Human Resources, Security, and other administrative assignments. This position provides assistance to the CHCO in addressing sensitive and confidential office management matters.

Responsibilities

The Administrative Officer performs the following major duties:
  • Budgetary & Fiscal Services: Develops plans for budget execution, budget estimates and justifications for the CHCO, and budgets of each sub offices serviced, exercises fund controls; analyzes/reconciles cost and obligation ledgers against actual expenditures; and appropriate action. Recommends allocation adjustments as necessary and provides monthly budget reports for the CHCO. Analyzes and maintains strict control over fiscal matters. Develops and composes reimbursable agreements and memorandums of understanding, both intra and interagency.
  • Procurement/Acquisition/Contracting Activities: Manages HRM's contracting, procurement and acquisition office requirements. The incumbent plays a vital role in acquiring major HR systems, equipment, and support services for the Peace Corps' Human Resource Program. Provides oversight and management of Peace Corps Human Resource contracts and inter-agency agreements. Serves as Peace Corps HRM's primary COR representative, for over twenty Human Resource programs including contracts and inter-agency agreements. Specific programs involving major contracts include, Peace Corps' personnel and payroll system with USDA's National Finance Center (NFC), Retirement Processing, Treasury's CareerConnector/Monster, eOPF Service Agreement, Department of Interior/ Drug Testing.
  • Human Resources: Coordinates HRM's human resource activities and requirements. Assists the CHCO in preparing, drafting, and finalizing HRM's short and long range plans, workforce strategies and succession planning. Works directly with HRM's CHCO, Deputy, and subordinate managers in determining office manpower needs in accomplishing office mission, goals and objectives. Works directly with servicing HRM's HR (classification, staffing, employee & labor relations, HRIS, reporting, retirement, and benefits) and payroll specialists. Coordination and liaison includes all HR functional areas, payroll and benefits within HR goals, workforce strategies and succession planning drafts.
  • Security Liaison/Travel/Conferences: The incumbent is responsible for coordinating all office conferences and travel for HRM staff. Coordinates Government Travel cards, reviews all request for travel and reimbursements. Interprets Federal travel regulations. Coordinates and handles all HRM information system, telecommunication issues/processes/ concerns with OCIO.

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

PC-1336 Form: Applicants who are found to be otherwise qualified will be required to submit upon request in the future a completed PC-1336 form , or narrative signed statement, indicating whether the applicant has been involved in or has had any connection with intelligence activities or related work and, if so, the nature and dates of his or her involvement. Qualifications

Time-in-Grade Requirements: Any individual who is currently holding, or who has held within the previous 52 weeks, a position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

Specialized Experience:

You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Standard Time (EST) on the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience. To ensure full credit for your experience, please indicate dates of employment by month, day, and year and the number of hours worked per week in your resume.

Qualifying experience for the FP-3 level includes one year of specialized experience at least equivalent to the FP-4 or GS-11/12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience with administrative management processes and practices related to budget appropriations, contracting/procurement and human resources to support management with budget execution and systems and processes; experience with federal procurement, i.e., serving as a certified contracting officer, contracting officer's representative or purchase card holder; experience applying pertinent laws, regulations, policies and precedents which affect administrative operations; experience with financial systems in order to reprogram, monitor and track funds.
