Responsibilities

The primary purpose of this position is to support the operation of the Library of Congress Recruitment Services Section (RSS). The incumbent advises and assists management on routine matters in the areas of recruitment, placement and classification. The incumbent performs the functions of a Human Resources Specialist engaged in the interpretation and operation of the merit employment process and the concepts, policies and guidelines of position management and classification. The HR Specialist also participates in special projects and tasks concerning classification and employment initiatives.

A former Library of Congress employee who successfully completed a probationary period and was appointed to a permanent Library position at the GS-09 or higher grade, or to a permanent Library position in a career ladder with GS-09 or higher promotion potential

Qualifications

The competencies below are required for this position. Those marked with a double asterisk (**) are considered the most critical competencies for this position.

A candidate's resume must show a proven record of accomplishment that clearly demonstrates he or she has:

Knowledge of federal staffing, recruitment and classification rules and regulations. ** Has applied knowledge of federal staffing, recruitment and classification rules and regulations to include non-competitive programs. This included performing the following activities: 1) using an established filing system containing position classification documentation, 2) developing and classifying position descriptions, 3) performing job analysis, 4) rating applications for minimum qualifications, 5) reviewing employment applications for completeness, 6) drafting vacancy announcements, 7) advising applicants on the process of applying for employment, 8) reviewing and processing employment offers and personnel action recommendations (PARs).

Knowledge of Human Resources automated personnel systems and applications. ** Has experience utilizing the following human resources systems: 1) automated applicant tracking system (e.g., Monster, USA Staffing), 2) human resources personnel payroll system (e.g., NFC, EPIC), 3) personnel action processing systems (PARs) (e.g., PeopleSoft, EmpowrHR), and 4) automated position description system.

Ability to use office computer software applications and office equipment. Used computer software applications and office equipment such as: 1) word-processing and document management software (e.g., Microsoft Word, Adobe); 2) various office equipment (e.g., copy and scanning equipment); 3) spreadsheets and database management software (e.g., Access, Excel) 4) electronic mail and scheduling software, 5) presentation software (e.g., PowerPoint); 6) web/internet access.

Ability to interpret and apply a variety of guidelines, policies and/or regulations: Worked with detailed information, written procedures and instructions to organize and handle assignments of work and provide guidance to management as it relates to staffing and/or classification.

Ability to provide customer service while exercising judgment and discretion: Provided quality customer service in a positive and professional manner by recognizing client needs and effectively working with individuals from various backgrounds to disseminate information, answer inquiries and provide services

Ability to adapt to changing priorities in a fast-paced environment: Having the ability to work productively and effectively in a fast paced, stressful, and/or demanding work environment. This includes the ability to quickly and accurately adjust priorities to multiple demands and unanticipated events; adjust decisions and actions to new information; and maintain effective interactions with others under stressful and high pressure working conditions. This also includes the ability to be flexible in response to changing circumstances or conditions and be resilient in response to constraints, frustrations, failures, and/or adversity.

Ability to communicate effectively other than in writing: The ability to effectively express ideas and recommendations other than in writing in various settings to peers, staff, managers, supervisors, and external audiences to both provide and seek information. This includes actively listening to or understanding communicated information and answering questions thoughtfully and completely.

Additional information

All initial appointments, permanent or indefinite, to the Library of Congress require completion of a one-year probationary period. In addition, a former Library appointee selected for this position will be subject to a one-year supervisory probationary period if this is his/her first supervisory/managerial position at the Library.
