Responsibilities

As a Supervisory IT Specialist (Security) GS-2210-15, your typical work assignments may include the following:
  • Serves as Deputy to the Chief Information Officer (CIO) and shares in the responsibility for overseeing continuity of operations; organizational processes; and planning, quality control, and monitoring of resources; leads teams in responding to cybersecurity incidents.
  • Oversees a Division-wide Information Technology (IT) Security Program and serves as the principal security leader to implement the requirements of the Federal Information Security Management Act (FISMA).
  • Monitors, tests, and evaluates the effectiveness of IT controls to be performed with a frequency depending on risk, as prescribed in Information Technology Security Standards (ITSS).
  • Develops and implements programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures.

Pursuant to the Federal Cybersecurity Workforce Assessment Act of 2015, the following work roles have been identified as relevant to this position, under the National Initiative for Cybersecurity Education (NICE) Framework:
  • Conducts independent comprehensive assessments of the management, operational, and technical security controls and control enhancements employed within or inherited by an information technology (IT) system to determine the overall effectiveness of the controls (as defined in NIST SP 800-37).
  • Ensures that the stakeholder security requirements necessary to protect the organization's mission and business processes are adequately addressed in all aspects of enterprise architecture including reference models, segment and solution architectures, and the resulting systems supporting those missions and business processes.
  • Responsible for the cybersecurity of a program, organization, system, or enclave.
  • Identifies, collects, examines, and preserves evidence using controlled and documented analytical and investigative techniques.
  • Analyzes the security of new or existing computer applications, software, or specialized utility programs and provides actionable results.

Qualifications

To qualify for the position of Supervisory IT Specialist (Security) at (GS-2210-15), you must meet the basic and specialized experience qualification requirements listed below:

For all 2210 positions, individuals must demonstrate they have experience in each of the four competencies listed below: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendation.

One year of specialized experience equivalent to the GS-14 or higher grade level in the Federal service or equivalent experience in the private sector, which demonstrates the knowledge, skills, and abilities necessary to perform the duties of the position. Examples of specialized experience include:
  • Leading teams in the creation and management of cybersecurity processes, and conducting operational risk assessments to provide recommendations for cyber readiness;
  • Evaluating current IT security programs to improve policies and plans for IT security systems that minimize and mitigate IT systems security risks and vulnerabilities;
  • Collaborating and coordinating with internal and external groups to ensure effective understanding of customer requirements and design and delivery of IT services;
  • Monitoring, evaluating and maintaining IT security systems and projects to ensure compliance with IT security requirements; and
  • Conducting analyses of trends, top vulnerabilities and systemic issues, compliance factors, risk levels and impacts.
Certifications - preferred but not required:
  • Certified Information Systems Security Professional (CISSP) Certification to aid in monitoring and identifying security threats and vulnerabilities, and conducting assessments of security software.
  • Project Management Professional (PMP) Certification or Federal Acquisition Certifications for Program and Project Managers (FAC-P/PM) Certification.
NOTE: Possession of these certifications are beneficial due to the duties of the position involving cybersecurity and project management.
