Responsibilities

You will serve as network/database administrator responsible for:

- Managing and maintaining databases, performing network/software installation, testing, modifications, documentation development implementation and support of all network systems.

- Assisting in the development of ITD policies and procedures associated with network procedures and processes. Administering, maintaining and developing database management systems that meet current and future business requirements of the organization and its customers

- Researching, evaluating and providing feedback on problematic trends; leads the development of tracking and resolution of database issues.

- Planning, and implementing complex IT projects in all aspects of the system development life cycle.

- Serves as a senior consultant to EPA OIG management officials and staff at Headquarters and regional offices to provide expert technical advice and guidance.

- You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

Requirement (OPM GS-2210 IOR): Individuals must have IT-related experience demonstrating each of the four competencies listed below. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. The agency has identified the specific level of proficiency required for each competency based on the requirements of the position being filled.

Your resume must demonstrate that you meet the following competencies:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • In addition to the above OPM GS-2210 IOR competencies, to qualify for the GS-14 level, you need to have at least one year of full time specialized experience. The work experience described in your resume must clearly reflect that you have performed work that meets the specialized experience requirement for this position, as defined below, or your application will be rated "Ineligible". Specialized experience for this position is defined as:

    Experience working in a virtualized environment and desktop infrastructure regarding network operations, and system interactions with database and applications, and uses this expertise to identify and resolve problems. Skill in applying database management concepts, principles, and methods including database logical and physical design for determining the impact of new or revised software on system resources, operations, and applications.

    Your answers to the on-line assessment will be used to evaluate your competencies in the following areas. Your resume must support your responses to the questionnaire.

    - Knowledge of IT policies, principles, and practices in the delivery of network and database management services sufficient to designing, developing, evaluating and providing recommendations on new technologies and architectures.

    - Ability to identify and diagnose IT issues and perform corrective and/or preventive actions for resolution.

    - Ability to develop data dictionaries, data models, and other data tools to optimize the functionality of systems, networks, and/or data.

    - Ability to organize and direct the activities of an organization, ensuring that the advice and assistance provided complies with legal and regulatory requirements and meets customer needs.

    - Knowledge of the interrelationships among multiple IT disciplines sufficient to manage projects that have a significant impact on the delivery of agency-wide network and database management services.

    - Ability to communicate with individuals at all levels of the organization to explain technical policies, regulations, and processes.

    NOTE: We do not require a separate statement responding to the competencies, also referred to as Knowledge, Skills and Abilities (KSAs). However, your resume should clearly show possession of these competencies.
