The Classification and Position Management Branch is responsible for position management/position classification providing professional reviews, analyses, recommendations, and final actions regarding substantive position management/position classification, and employee recognition

Responsibilities

Duties:

  • Serves as a technical expert on position classification by providing advice and assistance to management and employees in the resolution of position classification in the professional, scientific, administrative, technical, and other fields.
  • Exercises delegated classification authority to analyze and classify a variety of positions to the proper title, series, and grade.
  • Interprets and applies classification standards and supplemental guidelines. Conducts desks audits and supervisory audits on-site or via telephone or video conference.
  • Analyzes information gathered during audits, conducts analyses and writes evaluation statements. Conducts job analyses using subject matter experts to determine the job criteria.
  • Provides management advisory services on conducting desk audits, proposed reorganizations, position management, and other classification issues or problems.
  • Prepares reports concerning classification activities in accordance with established procedures.
  • Explores alternative courses of action with management in an attempt to satisfy management needs while adhering to sound classification and position management principles

MOBILITY PLAN : New employees hired pursuant to this vacancy announcement must sign a mobility agreement. Qualifications

To qualify for GS-12 candidates must also have at least one year of specialized experience equivalent to the GS-11 grade level .

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include: Conducting desk audits; experience providing advice and guidance in classification, making final classification determinations and writing evaluation statements; experience advising on position management and organizational design; and experience conducting position management analysis.

The GS-12 salary range starts at $86,335. If you are a new federal (civil service) employee, your starting salary will be set at the Step 1 for this position and the grade level for which you are selected.

3. Knowledge of automated personnel and payroll systems (HR Connect and NFC) in order to input, change and retrieve data related to personnel, payroll/pay administration.

4. Ability to communicate orally and in writing in order to write reports, evaluation statements, correspondence, conduct desk audits, and advise management.

5. Skill in maintaining position classification books, files, and position organization.
