Responsibilities

Applies an advanced knowledge of the technical aspects of the work directed. Leads, supervises and manages the people, operations/program and work of the Design & Development Team, which is responsible for the conceptualization, alignment, creation, testing, transfer/transition and maintenance (including retirement as warranted) of FAA Leadership and Learning Institute (FLLI) offerings. These offerings include but are not limited to sponsored classroom (in-person), virtual and on-line training; developmental programs such as FAA's Senior Leadership Development Program (SLDP) and Program for Emerging Leaders (PEL); and microlearning solutions.

Collaborates with AHD management in establishing annual priorities for the team that align with AHD strategic goals and priorities. Translates priorities into concrete projects, activities, milestones and/or deliverables as appropriate to facilitate execution. Allocates staff, budget and contractor resources to accomplish priorities and associated work; monitors resource utilization relative to progress; and adjusts allocations as needed to achieve desired results. Engages pro-actively with appropriate purchasing/contracting personnel to address and resolve contractor resource needs and any issues.

Creates performance plans for staff that are challenging and achievable, and reflect meaningful outputs and/or outcomes. Manages individual and group performance to optimize engagement and results. Identifies developmental needs of staff and provides coaching, mentoring and other support that enhance learning, growth and on-the-job performance. Deals promptly and appropriately with conduct or performance issues.

Drives the use of processes, methods and procedures to execute work that enable the team to achieve results more efficiently and effectively. Cultivates collaboration and cross training among team members. Institutes the use of knowledge and project management practices and principles. Creates a culture of risk- and data-based decision-making and continuous improvement. Stays abreast of leading practices and trends in the fields of adult learning, instructional design, and leadership development in- and out-side of government. Evaluates, recommends and incorporates practices to improve processes and procedures used in the team and AHD. Provides technical supervision of work products and deliverables, ensuring they reflect sound thinking and analysis and conform to appropriate standards.

Engages and collaborates with AHD colleagues as well as line of business and staff office stakeholders in execution where it makes sense to advance progress and results. Builds relationships and partnerships to surface shared interests and bright spots, foster support, and achieve better outcomes. Develops and delivers information, messages, reports and briefings to keep AHD management and leadership apprised of progress, results, and opportunities for the future.

Conducts all activities to the highest ethical standards - communicating effectively, remaining flexible, respecting differing opinions, and exercising patience in challenging situation. Work activities impact directly on project/program objectives and affects internal and external customers.

Travel Required

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Qualifications

Candidates must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level (FG/GS-13/FV-I) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:
  • Experience applying adult learning, leadership development concepts and practices in creating learning and development offerings.

You should include relevant examples of the specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered.

3) Unless previously completed, the incumbent must satisfactorily complete a 1-year probationary period to remain in this supervisory or managerial position.

3) This Level 1 (Low Risk) position requires favorable adjudication of a National Agency Check and Inquiries (NACI) background investigation prior to appointment.

4) Due to the Pandemic, and individual states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.
