Summary

This position is located in the Air Traffic Organization, (ATO) Management Services, Technical Labor & Employee Development Directorate, Employee Development Group (AJG-L3). The focus of this Group is to administer learning management solutions to include the design, development, delivery, and evaluation of leadership development; talent management programs, and processes for the ATO workforce.

Responsibilities

As the Group Manager, he/she applies detailed knowledge of program and project management principles to deliver quality, professional programs designed to meet the critical employment and leadership development needs of the ATO. He/she directs and oversees a geographically dispersed staff consisting of numerous subordinate supervisors and a large number of senior specialists responsible for developing and delivering corporate learning and succession planning programs, workshops, webinars, and other learning events. This work supports leadership development in the ATO and directly affects the success of the ATO.

He/she uses experience and detailed knowledge of analytical and evaluative techniques to oversee and manage critical programs that meet the leadership and development needs of the ATO operational and support workforce and to improve operations efficiencies. Using qualitative and quantitative techniques and methods, he/she oversees the design and development of a comprehensive integrated portfolio of leadership development programs and learning initiatives. Manages teams responsible for conducting management studies to analyze and evaluates industry best practices and to develop and provide state-of-the-art customized programs for new and aspiring managers and executives in the ATO workforce.

He/she applies a thorough understanding of the principles of management and strategic planning to integrate the work of multiple projects to accomplish objectives. He/she applies experience and detailed knowledge of management and human resource policies and principles to exercise the full range of supervisory responsibilities including assignment of work, selections, promotions, disciplinary actions, performance evaluations and training. He/she has the formal authority to assign work, evaluate and monitor performance, approve leave and to initiate corrective and/or disciplinary action. He/she uses coaching skills to train staff and to improve workplace and to engage in conflict resolution. Actively promotes, supports, and participates in the FAA's Equal Employment Opportunity and Diversity Programs.

The Group Manager develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. He/she uses an detailed knowledge of budget policies and procedures to define, acquire and allocate resources, including managing the budget, allocating or reallocating resources among groups and teams, and identifying and evaluating requests for needed additional resources. Projects short and long-term future needs and prepares justifications to support resource requirements.

His/her contacts are routinely internal and external to AJG. Internal contacts are with subordinates, peers, and senior management to discuss the status and results of projects/programs and to plan for the future. External contacts include national labor organizations, academia, the aviation industry, and organizations throughout the FAA. He/she applies collaborative facilitation skills to represent AJG as the primary focal on issues related to leadership and development programs. He/she has authority to make commitments for AJG, to establish new policies/procedures, and to make exceptions within the assigned area of responsibility.

The Group Manager has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic short-term and long-term objectives of the ATO. The Technical Labor & Employee Development Director typically reviews individual and organizational performance on a periodic basis through organizational performance measures to determine success in achieving planned results.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FG/GS-14/FV-J) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE :

Experience using analytical and evaluative techniques to develop critical programs that meet the leadership and development needs of the ATO operational and support workforce.

Experience applying management and strategic planning processes to integrate the work of multiple projects to accomplish objectives.
