Summary

This position is located in the Division of Risk Management Supervision, Federal Deposit Insurance Corporation, planning and developing new and revised approaches to the examination and supervision of insured institutions, recognizing and allowing for differences in size, complexity and other characteristics of such institutions.

Responsibilities

Continually reviews and assesses the impact of new legislation, technological developments, and similar matters as these relate to the examination process and broader supervisory functions.

Actively participates with other Divisions and Offices in the development of new legislative proposals and agency regulations.

Coordinates and participates in broad intra- and interagency studies of the financial services industry and of the regulatory framework, particularly in relation to the work of the Division of Risk Management Supervision.

Participates in interagency and FFIEC task forces in the development of examination and supervisory policies.

Prepares memoranda and correspondence, usually for the signature of the Director of the Division of Risk Management Supervision or the FDIC Chairman, pertaining to examination and supervisory issues.

Prepares press releases and similar announcements of noteworthy changes within RMS.

Prepares speeches or other communications for delivery by senior Division or Corporation Management.

This is a Headquarters position. The selectee will work from their current work duty location.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-14: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-13 grade level or above in the Federal service. Specialized experience is defined as experience developing approaches to the examination and supervision of insured institutions, reviewing and assessing new legislation and updating and revising policies. Examples include coordinating or participating in intra or interagency studies of the financial services industry or serving as subject matter expert in evolving banking and examination issues.

CG-15: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-14 grade level or above in the Federal service. Specialized experience is defined as experience planning and developing new or revised approaches to the examination and supervision of insured financial institutions. Example includes developing or communicating new operations policies or programs that relate to supervision or activities of insured institutions.

Must be a commissioned examiner.

There is no substitution of education for the experience for this position.

Additional information

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 6.71% to a high of 46.86%. Financial Institution Examiners must maintain the highest personal ethical standards as provided in Part 336 of the FDIC's Rules and Regulations, (Employee Responsibilities and Conduct). Financial Institution Examiners must comply with Section 3201.102 of Supplemental Standards of Ethical Conduct for FDIC Employees (5 CFR Part 3201), which, in part, prohibits them and their immediate families from accepting certain credit from State nonmember banks.

A writing assessment will be administered if invited to participate in an interview.

All Financial Institution Examiners are prohibited from the following:
1. Obtaining a loan or a line of credit from any insured state nonmember bank or its subsidiaries. Any extensions of credit held by the Examiner, the Examiner's spouse, or any dependent children are direct or indirect extensions of credit to the Examiner.
Exceptions:
a. Loans for a primary residence are permissible. The Examiner must not participate in any examination of that institution with which he holds the primary residence loan, and a "cooling off" period is required before negotiating a loan for a primary residence from any institution the Examiner has examined.
b. No restrictions on obtaining credit cards issued under the same terms and conditions available to the public from an insured state nonmember bank either within or outside of their field office of assignment.
2. Participating in any examination, or other matter, involving an insured depository institution or any person with whom the Examiner has an outstanding loan or line of credit.
3. Performing any service for compensation with any bank, or for any officer, director, or employee thereof, or for any person connected therewith.
4. Disclosing any confidential information from a bank examination report except as authorized by law.
5. Soliciting or accepting any gift from a prohibited source or because of the Examiner's official position.

You will be evaluated for this job based on how well you meet the qualifications above.

1. Knowledge of examination and supervisory policies, procedures, and methods.

2. Knowledge of the structure, functions, and operations of the financial services industry and current legislative and regulatory issues impacting the banking and thrift industries.

3. Ability to conduct analyses on examination and supervisory issues.

4. Ability to establish and maintain working relationships when meeting and dealing with executives, managers, and employees of other divisions and offices within the Corporation, other regulatory agencies, and private sector.

5. Ability to make oral presentations that articulate issues or sell new ideas and concepts to FDIC senior management as well as to other regulators, industry representatives, and the general public.

6. Ability to prepare written material such as regulations, policy statements, financial institution letters, examination guidelines, Regional Director memoranda, Congressional testimony, and a wide array of special reports and correspondence, often under severe time pressures.
