Summary

As a Program Analyst, you will study and review suspension and debarment cases.

Location of position: GSA/Office of Government-wide Policy (OGP), Washington, DC.

The Office of Government-Wide Policy, Office of the Chief Acquisition Officer/Office of Acquisition Integrity is responsible for various aspects of acquisition management to include strengthening federal acquisition policy and operations.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Responsibilities

GS09:
  • Conducts studies and analyses of processes and operations involved in carrying out the activities and operations of the Suspension and Debarment Division and Debarment Official.
  • Assists senior staff in analyzing and evaluating a variety of statistical material relating to the suspension and debarment activities.
  • Prepares and delivers a wide variety of reports and briefings and other presentations for consideration by organizational managers and technical specialists.
  • Conducts special studies as needed and helps prepare reports in response to FOIA requests, congressional inquiries and GAO audits.
  • Assists senior staff in analyzing and evaluating a variety of statistical material relating to the suspension and debarment activities.
  • Uses qualitative and quantitative analytical techniques to research and gather narrative and/or statistical information and applicable work methods and procedures to meet deadlines and carry out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned work/projects.
  • Prepares and delivers briefings to management and/or senior staff employee(s) on study findings and recommendations.

GS11:
  • Prepares letters, memoranda, and other communications notifying and informing parties of their suspension, debarment, or other exclusion for signature of the SDO.
  • Assists in review and preparation of agency level protest cases for decision by Agency Protest Official (APO). Assists in drafting memoranda and letters supporting APO decision.
  • Provides advice and assistance on less complex suspension/debarment, agency protests, and other acquisition integrity matters to management, other agency components, contractors, and the public.
  • Conducts legal research of Federal procurement laws, regulations, and policies. Coordinates actions with the Office of Acquisition Integrity, Contracting Officers, and other GSA Offices and Regions.

  • Undergo and pass a background investigation (Tier 2 investigation level).

The GS09 salary range starts at $59,534per year.

The GS11 salary range starts at $72,030per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify for the GS-9 you must meet one of the following:
  • Possess one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service as stated. -OR-
  • Have a master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD, OR
  • Possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

  • To qualify for the GS-11 you must meet one of the following:
  • Possess one year of specialized experience that is equivalent to at least the GS-09 grade level in the Federal service as stated. -OR-
  • Have a Ph.D. or equivalent doctoral degree or have a 3 full years of progressively higher level graduate education leading to such a degree. LL.M., if related. -OR-
  • Possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.


  • SPECIALIZED EXPERIENCE:

    GS09:

    Specialized experience is one year of experience equivalent to the GS-07 in the Federal service. Specialized experience is experience applying analytical skills to apply qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and understanding of the suspension/debarment, bid protest an/ or acquisition policy matters.

    GS11:

    Specialized experience is one year of experience equivalent to the GS-09 in the Federal service. Specialized experience is experience analyzing data, reports, preparing documents, providing advice and assistance to activities in relation to suspension/debarment or Federal bid protests decisions.

  • Knowledge of qualitative and quantitative analytical techniques to research and gather information.

  • Ability to research and provide oral and written information on legal and other related issues.

  • GS11:
  • Ability to analyze Office of Inspector General (OIG) and other referrals for possible suspension/debarment action and ability to apply appropriate regulations and case law as a basis for recommending appropriate action to the Suspension and Debarment Official.
  • Skill in establishing contacts throughout Government agencies; to obtain and disseminate information concerning agency protests, and other pending actions, relative to specific parties.
  • Skill in conducting legal research, writing legal memoranda and drafting agency protest decisions for Agency Protest Official (APO's) review and signature.
  • Ability to analyze suspension/debarment action.
  • Ability to apply appropriate regulations and case law as a basis for recommending appropriate action to the Suspension and Debarment Official and Agency Protest Official.
  • Knowledge of procedures regarding suspension and debarment of parties under FAR 9.4 and/or E.O.12549, FAR 33.103 and GSAM 533.103.
  • Knowledge of qualitative and quantitative analytical techniques to research and gather information.
  • Knowledge of applicable work methods and procedures to complete each phase of assigned work/projects.
  • Skill in researching and providing oral and written information on legal and other related issues.
