This position serves as a Senior Watch Officer for the Intelligence Operations Center (IOC) under the Office of Intelligence and Analysis (OIA) within the Department of the Treasury.

Responsibilities

Pursuant to 50 USC § 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury.

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As an Intelligence Research Specialist (Senior Watch Officer), you will:
  • Maintain situational awareness of activities of significance to the Intelligence Community (IC) and Treasury and exercise discretion in providing timely notice of significant developments to senior OIA and Treasury officials as the situation warrants.
  • Provide quality control in the preparation of readbooks and other briefing materials supporting senior Treasury leaders' participation in National Security Council (NSC), Cabinet, Principals Committee, Deputies' Committee, and other NSC and external meetings.
  • Ensure complete performance of regular and ad-hoc taskings for each duty rotation and provide a comprehensive status update on these taskings to the incoming Senior Watch Officer of the next shift.

Qualifications

You must meet the following requirements within 30 days after the closing date of this announcement.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the federal service. Specialized experience for this position includes ALL of the following:

-Demonstrated working experience with the Intelligence Community (IC), its entities and respective functions; experience working in a 24/7 operational environment; AND
-Demonstrated experience maintaining strong situational awareness of activities of significance to the IC and providing timely notice of significant developments to senior officials; AND
-Experience mentoring junior-level Watch Officers.


For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the federal service. Specialized experience for this position includes ALL of the following:

-Demonstrated working experience with the U.S. Intelligence Community (IC), its entities and respective functions; AND
-Demonstrated experience with the Director of Central Intelligence Directives (DCID) security guidelines, research intelligence databases, and interact with intelligence agencies to obtain intelligence products or services; AND
-Experience in the control, processing, and dissemination of sensitive intelligence and national security information.

CONDITIONS OF EMPLOYMENT:
- A one year trial period may be required.
- Must have, or be able to obtain and maintain, a Top Secret security clearance based on a Single Scope Background Investigation (SSBI).
- Must be eligible for Sensitive Compartmented Information (SCI) access.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
