Responsibilities

  • The incumbent performs market surveys, acquisition planning and reviews the subsequent package for completeness, determines the most suitable methods of acquisition and prepares acquisition plans and attendant documentation. The incumbent assists in development of source selection criteria and technical evaluation plans, determines the need for pre award conferences and other activities with industry to ensure customer needs are met, and performs detailed analysis of bids or proposals received. Prepares contract award packages.
  • Reviews, analyzes, and recommends action on problem situations relating to incomplete specifications. Negotiates terms and conditions of contracts for execution by lead contracting officer.
  • Incumbent administers a variety of contracts, conducts conferences with contractors to clarify requirements, monitors contractors' performance, gathers, analyzes and records contractors' past performance information, provides guidance to contractors concerning obligations to perform within contractual terms, reviews, analyzes, recommends appropriate action in problem situations, negotiates extensions of delivery schedules and price adjustments, and prepares administrative change orders and other documentation.
  • Performs other duties as assigned.

By the closing date of this announcement you must meet the basic requirement, qualification requirements and other requirements as described below. Unless exempt, all applicants must meet the basic requirement, regardless of the grade level for which applying.

Basic Requirement: Unless exempt, individuals entering DoD 1102 series positions on or after October 1, 2000 must meet A and B. A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. B can be obtained within the bachelor's degree or in addition to the degree. NOTE: You must submit transcripts to prove you meet this basic requirement. Failure to provide transcripts with your application package will result in you being rated ineligible and you will receive no further consideration. See the Education section for more information regarding transcripts.

Exemptions: (1) Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 and (2) Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000. NOTE: You must submit documentation proving your exemption. Failure to provide such proof with your application package will result in you being rating ineligible and you will receive no further consideration. NOTE: Transcripts must include the following: Name of School, student name, total number of credits completed, degree type and date degree conferred.

Specialized experience is demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices.

Examples of creditable qualifying specialized experience include:

Managing a commissary store, supermarket, or similar type of commercial retail food store. Managing a department in a retail food store. Planning, standardizing, or controlling operations in an assigned group of retail food stores. Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store. Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies, as well as front-end operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. Claiming Veterans' Preference . Your application package must include a copy of your DD214, Certificate of Release or Discharge from Active Duty, showing the character of service. The Member 4 copy provides this information and is preferred. Additionally, if you are claiming veterans' preference under the following circumstances,
  • 10-point preference requires a Standard Form (SF) 15 , Application for 10-point Veterans' Preference, AND the required documentation identified on the form. If your claim for 10-point preference is based on a service-connected disability of 10% or more as determined by the Department of Veterans Affairs (DVA), you must include a copy of your VA letter (dated 1991 or later) certifying the service-connected disability of 10% or more.
  • Future military retirees must include a copy of their terminal leave request, if applicable, AND (1) a copy of their retirement DD214 [Member 4 copy] OR (2) a certification document* OR (3) a copy of their retirement letter.
  • Future military separatees must include a copy of their terminal leave request, if applicable, AND (1) a copy of their most recent DD214 [Member 4 copy] OR (2) a certification document* OR (3) a copy of their most recent active duty orders.
*A written document from the armed forces certifying the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certificate is signed. The certification must be on letterhead signed by the adjutant, personnel officer, unit commander or higher headquarters and include your rank, dates of active duty service, type of discharge, character of service, and, if applicable, the date your terminal leave begins. This document is sometimes called a Statement of Service.

Notes for those claiming veterans' preference:
1. Active duty military members who are selected may not be appointed to a position unless on terminal leave or already separated.
2. You are required to provide your final DD214 upon issuance, if it was not part of your application package.
3. Within the DoD, appointment of retired military members to a civilian position within 180 days immediately after retirement is subject to the provisions of 5 U.S.C. 3326.

Claiming Military Spouse Preference .
