Summary

This vacancy is for an ACCOUNTANT (SYSTEMS) position in the FINANCE DIVISION located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Responsibilities

  • Provides expert advice in specialized area of accounting, resolving problems, and developing policies.
  • Maintains complex operating accounting systems, which includes developing systems improvements, providing solutions to program management problems.
  • Reviews and analyzes recommendations for system enhancements/modifications and/or reengineering of business processes to achieve productivity and cost efficiency and effectiveness.
  • Provides leadership and guidance, and assists in the delegation of work to subordinates based on the difficulty of the assignment and the employees' capabilities.
  • Participates in the management and training of staff.

Due to the COVID-19 pandemic, and individual states being in different phases of reopening, once the selectee becomes an employee, the report date to the official duty station/facility may be delayed until such time that management notifies the employee of their requirement to report. Qualifications

Minimum Education Requirement:

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience:

For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service.

Specialized Experience for this position includes: experience interpreting accounting principles, practices, techniques and applying them to a financial system; experience implementing, maintaining, monitoring, and analyzing financial systems and/or financial interfaces, such as but not limited to payroll, travel systems, purchase card systems using business intelligence and/or data extraction tools; experience applying proprietary and budgetary accounting knowledge when analyzing accounting data; experience demonstrating knowledge of the Systems Development Lifecycle (CDLC), including requirements gathering, conceptual design, testing and integration, and operations and maintenance and experience working across organizational lines to develop work relationships and resolve issues needed to accomplish organizational goals.

Education cannot be substituted at this grade level.
