Summary

The incumbent will serve a Lead Security Architect, under the Risk Management Executive, supporting assessment and authorization decisions by the Authorizing Official, leveraging the Risk Management Framework, in compliance with all DoD and Federal cybersecurity and information technology risk management policies and regulations. Focus is on the following sub-specialty areas:
  • Monitoring and Compliance
  • Access Control
  • Systems Security
  • Continuous Authorization
  • Threat Simulation and Testing

Responsibilities

As a IT SPECIALIST (ENTERPRISE ARCHITECTURE) you will be responsible for the following duties:
  • Ensures proposals are submitted appropriately and comply with DoD and DCSA interoperability and architecture standards, and certified within a timeframe for acquisition processes to be
    accomplished within time constraints.
  • Provides management and technical expertise to the agency in managing the development,
    validation and synchronization of the organization.
  • Coordinates with the governance point of contact (POC) to ensure systems have been approved
    through the governance processes.
  • Identifies technical gaps and weaknesses in the enterprise architecture and in ongoing and
    proposed exploratory and advanced development computer and software projects.

Qualifications

This position has a Basic Requirement for the 2210: Basic Requirements
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

    Specialized experience required for this position is: specialized experience must encompass experience in the National Industrial Security Program (NISP), International Programs Export Control, and Foreign Ownership Control or Influence (FOCI); conducting security surveys of assigned contractor facilities and pre-contract award surveys; executing DoD Security Agreements; reviewing contract documents, program security classification guide and Contract Security Classification Specifications; providing security oversight and assistance to contractor facilities for IS processing classified information.

    Specifically you will be evaluated on the following competencies:
    1. Cybersecurity - Protect and defend information and information systems in order to ensure confidentiality, integrity, and availability. (AKA Information Assurance)

    2. Information Resource Management (IRM) - Develop or implement strategy and plans for utilization, tracking and management of information resources (such as personnel, equipment, funds, and Information Technology) in order to enable organizational and enterprise missions.

    3. Information Technology Test and Evaluation - Test, monitor and evaluate Information Technology technologies during design, development, procurement and/or implementation to ensure internal and external requirements are met.

    DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
