Summary

This position is located in the Department of Commerce, Office of the Secretary (OS), Office of Facilities and Environmental Quality (OFEQ), Office of Space and Building Management (OSBM), Building Management Division (BMD),Washington, District of Columbia. The selected candidate will serve as the Chief of the Building Management Division (BMD) of OFEQ.

The Band 4 is equivalent to the Grade 13/14 on the GS pay scale.

Responsibilities

The incumbent will serve as the Building Manager at the Herbert C. Hoover Building (HCHB), the headquarters location for the Department of Commerce (DOC). As the Chief of the Building Management Division, the incumbent will perform the following duties:
  • Providing leadership to the Building Management Division, which includes first and second line supervisory responsibilities.
  • Providing leadership and expert guidance, advice and recommendations to the Associate Director of the Office of Space and Building Management on problems and critical matters pertaining to the HCHB facility operations.
  • Overseeing the operations, maintenance, and upgrading of the HCHB headquarters facility.
  • Serving as a senior engineer in coordinating and integrating the planning, programming, development, oversight, scheduling, and overall management of resources for maintenance and facility projects.
  • Formulating a master plan to forecast the work necessary to ensure the future care of HCHB facilities.
  • Developing short and long-term budgets including budget justifications for DOC and GSA projects, long-range requirements for recurring and nonrecurring reimbursable services, and has work authorizations issued for such services.
  • Exercising direct management, administrative and program oversight for the operations of electrical, elevator, HVAC, plumbing and pipe fitting, engineering, utilities management, energy conservation, life safety programs and preventive maintenance programs.
  • Providing an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
  • Managing human, financial and information resources strategically.
  • Building coalitions internally and with other organizations and stakeholders to achieve common goals.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A or B):

A. Possess a bachelor's degree in engineering.
To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (Must provide transcripts at the time of application)

B. Possess a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration;
  • Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico;
  • Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above);
  • Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (Must provide supporting documents at the time of application.)
  • AND

    Specialized Experience: ZP-04:
    You qualify for the ZP-0801-04 position if you have at least one year of specialized experience in the Federal service OR equivalent public or private sector experience equivalent in difficulty and responsibility to the ZP-03 or GS-12, performing the following duties:
    • Managing and overseeing building management or maintenance procurements, repairs, or services;
    • Replacing and modernizing mechanical systems and plans; and
    • Applying engineering and standard practices related to energy and sustainability

    This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
