Summary

The Architect of the Capitol (AOC), Office of the Superintendent, Capitol Building (CB), is seeking a dynamic Assistant Superintendent to assist with professional, administrative, management and supervisory oversight of the Client Services Division. The selectee will direct the activities of the Flag Services Branch, Labor Branch, and Service Center Branch. Regular hours are Monday-Friday, 7 am. to 3:30 pm, with occasional coverage across all three shifts.

Responsibilities

MAJOR DUTIES: (quoted at GS-15)

Leadership Responsibilities
  • Assists the Superintendent and the Deputy Superintendent by providing supervision both directly and indirectly to the staff responsible for building inspection services, internal procurements, inventory management functions and training management within the Service Center Branch, flag flying duties and implementation of the electronic certificate program within the Flag Services Branch and material handling, floor care and custodial operations within the Labor Branch.
  • Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit's budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances.
  • Provides leadership of a workforce of approximately 100 employees to ensure support for equal employment opportunity (EEO) goals and requirements.   • In cooperation with the Superintendent and Deputy Superintendent, develops a strategic plan for the Client Services Division that supports the AOC's strategic plan and vision.
  • Provides or receives training, either on the job or through classroom training, to ensure that required Personal Protective Equipment (PPE) is utilized.

Executive Management Resources
  • Provides leadership, direction, and coordination for Service Center Operations; short moves; special events; flag flying operations; contractual service agreements; and the labor workforce.
  • Provides advice and recommendations to the Superintendent on policies, program management and operational matters related to the execution of jurisdictional functions.
  • Develops internal controls to create a culture of accountability and responsibility and to improve efficiency and effectiveness. Assists management officials in identifying measurable end products. Designs internal audits to accomplish stated objectives for review by the Superintendent. Acts as a resource to the Superintendent staff regarding internal control issues for administrative and financial operations, management techniques, systems design and service deliverables.
  • Develops, reviews, and provides recommendations for proposed division requirements, expected results, and budgetary estimates. Develops overall goals and objectives, in coordination with the Superintendent and plans for and recommends long range staffing needs for client services division units. Establishes annual work plans and schedules for the division. Writes, reviews edits and presents reports to the Superintendent containing recommendations for the establishment or revision of complex operational policies and procedures.
  • Oversees all service agreement contracts in the CB. Assigns Contracting Officer's Technical Representatives (COTRs) or personally serves as COTR. Provides contract oversight for service agreements, office renovation projects and other projects managed by the Client Services Division. Assigns work orders to contractors and establishes priorities. Keeps the Contracting Officer (CO) fully informed of any technical or contractual difficulties encountered during performance.
  • Evaluates proposals for, and participates in negotiation of, changes, modifications and claims. Performs final inspection and acceptance of all work required under the contract, including the review and approval of reports.
  • Plans and coordinates the operations of the Service Center Branch. Serves as liaison between the Superintendent and Congressional leadership offices regarding service requests received by the CB Service Center. Ensures that services are provided in a timely manner with minimum disruption to daily schedules.
  • Represents and/or accompanies the Superintendent and/or Deputy Superintendent in contacts and meetings with other AOC officials, Members of Congress and their staffs, other federal officials, external consultants and contractors concerning matters related to planning and budgeting of projects, Capitol Building services, or other issues.
  • Establishes and maintains effective working relationships with various experts in the related fields in order to keep abreast of the latest trends and innovations in design or testing techniques and procedures.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-14 grade level in the Federal service.

Specialized experience is defined as having experience in the following areas: (1) Providing supervision or leadership and guidance to engineering or facility operations staff; (2) Exercising project control (ex., scheduling, resources, trades) in the execution of construction and renovation programs; (3) Representing an organization on policy and technical matters at high-level conferences and meetings concerning impacts on normal building operations; (4) Developing and executing actions to meet strategic goals; (5) Managing the care, maintenance and operations of various facilities; and (6) Serving as Contracting Officer's Technical Representative (COTR) or equivalent.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service.

Specialized experience is defined as having experience in 5 or more of the following areas: (1) Providing supervision or leadership and guidance to engineering or facility operations staff; (2) Exercising project control (ex., scheduling, resources, trades) in the execution of construction and renovation programs; (3) Representing an organization on policy and technical matters at high-level conferences and meetings concerning impacts on normal building operations; (4) Developing and executing actions to meet strategic goals; (5) Managing the care, maintenance and operations of various facilities; and (6) Serving as Contracting Officer's Technical Representative (COTR) or equivalent.

The ideal candidate possesses exemplary client service skills, the ability to resolve conflict and address challenging situations, and has experience developing a culture of customer service excellence. Experience in overseeing execution of budgets and complex contracts is highly desirable.

Education

There is no educational requirement for the Equipment, Facilities, and Services series (1601); however applicants for positions at grades GS-14 and above in the Architect of the Capitol must possess a Bachelor's degree or higher from an accredited college or university.
