Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, United States Border Patrol.

The salary range for this position is $131,239 to $197,300.00 per annum.

The total compensation package includes other benefits and options.

Total employer paid contributions are worth approximately $20,000 - $27,000 excluding paid vacation and sick leave, paid holidays, and performance-based bonuses.

Responsibilities

As the Deputy Executive Director, Strategic Planning and Analysis Directorate (SPA), in the U.S. Border Patrol (USBP), you will work closely with the Directorate Chief and senior leaders throughout the U.S. Customs and Border Protection (CBP) enterprise to expand agency knowledge and innovative solutions to enable the frontline of the future. You will represent USBP on a variety of boards, commissions, committees, and/or councils, including those with commitment and decision-making authorities, and influence and negotiate solutions that address USBP equities while supporting agency-priorities. You will establish and maintain partnerships throughout the Department of Homeland Security and across agencies to advocate for USBP needs, develop vetted policy solutions, and ultimately position USBP to capitalize on these partnerships when required to respond to its dynamic threat environment. You will organize and lead cross-directorate stakeholder groups to successfully plan, develop, and/or implement policies, strategies, or programs with national-level impact and measurable results.

You will oversee the operations and functions of seven divisions, ensuring integration of their work with other components and offices within DHS to achieve Departmental, agency, and USBP strategic objectives and priorities. You will align daily USBP strategic objectives and priorities with Federal, Department, and agency priorities and strategic objectives. You will aid in the efficient collection and management of data to support data-driven analysis and inform investment decisions that reduce field collection workload. You will collaborate with field leadership to identify, document, and advocate for operational requirements needed to gain operational control (OPCON) between ports of entry. You will also initiate, plan, execute, monitor, and control USBP enforcement systems; collaborate with external partners to ensure interoperability/data-sharing; and ensure compliance with applicable federal information technology standards.

Additional information

Relocation Bonus: CBP may authorize a relocation bonus (not to exceed 25% of basic pay) for an eligible selectee. A service agreement is required.

Relocation Expenses: We may choose to pay your relocation expenses in accordance with Federal Travel Regulations.

Background Investigation: This position is a sensitive position and the tentative selectee must undergo and successfully complete a background investigation as a condition of placement/retention in the position. A security clearance is required.

Drug Testing: This position has been identified as a Testing Designated Position under the Customs and Border Protection, Drug-Free Workplace Program. Leave: You will earn 26 vacation days and 13 days of sick leave per year. In addition, the Government observes 10 regular paid holidays each year.

Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Your résumé will be evaluated by a rating and ranking panel, and highly qualified candidates may undergo an interview and a reference check. The U.S. Customs and Border Protection Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
