Responsibilities

The CDAO is an executive position that provides strategic vision and leadership to design and deliver modern data analytic services, data management services, and organizational performance measures. The CDAO also designs and develops modern self-service analytics tools to support a "Data At Your Fingertips" strategy for all OIG employees. OIG's multi-discipline team includes auditors, agents, attorneys, and evaluators that use advanced data analytics solutions to fight fraud, waste and abuse in HHS programs.

As Chief Data and Analytics Program Officer (CDAO) you will serve as a member of the Office of Management and Policy (OMP) senior executive team under the direction of the Deputy Inspector General (DIG) for Management and Policy.

Major Responsibilities:
  • Serve as executive lead for OIG enterprise data and analytical services.
  • Create strategy and policies for improving data quality, enhancing data management practices, integrating data delivery, and leading the governance of data management practices.
  • Ensure delivery of a full range of analytics, including ad-hoc analytics, predictive, statistical modeling and artificial intelligence (AI) to support oversight of HHS programs..
  • Direct, monitor and report on major projects and initiatives assigned by the Deputy Inspector General for Management and Policy.
  • Ensure that appropriate controls exist for analytics that serve as a source for oversight and law enforcement work performed by OIG.
  • Serve as partner across the senior executive team to help develop and execute long-range strategic plans and programs.
  • Increases the effectiveness and efficiency in managing data, analyzing the value of the data already available, and collaborating across the OIG and HHS to share data.
  • Develop and implement a data services strategy to maximize use of OIG data for internal users, including data warehouses, data sets, business intelligence tools, and staff training.
  • Build and maintain key professional networks across government, industry, and academia to promote data science and analytics innovation.

Qualifications

To be qualified for this position, your application must reflect experience in a managerial capacity with responsibility for providing supervisory direction to a large, geographically and intellectually diverse organization responsible for directing the development, deployment, adoption and use of analytic methods and tools which drive innovation and enterprise objectives with positive results on a national and/or international level. Successful candidates will possess significant experience in the data and analytics field and the deployment of new solutions which have led to recognized, well established professional status. This experience must demonstrate sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in building coalitions and collaborating with government and/or non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state, local or tribal government, the private sector, or nongovernmental organizations.

As a basic requirement for entry into the Senior Executive Service (SES), your application must show evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the five Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed below.

Technical Qualifications (TQs) - Mandatory; required TQ narrative (2-page limit per TQ using font size 12 Times New Roman and 1" page margin) must clearly show that you possess the following TQs. Bulleted format is acceptable:
  • Comprehensive knowledge and experience with operating enterprise level advanced analytical services, enterprise performance measures, and data management operations.
  • Comprehensive knowledge and experience with industry leading advanced data analytics technology that drive measurable results for large and complex national organization.

  • Executive Core Qualifications (ECQs) -- Mandatory; your resume (5-page limit) must clearly show that you possess the following ECQs (do not submit a separate narrative addressing the ECQs) :

    1. Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals.     4. Business Acumen: The ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management).

    5. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating).

    Fundamental Competencies are the foundation for success in each of the ECQs and should be evident over the course of your résumé: Interpersonal Skills; Oral Communication; Integrity/Honesty; Written Communication; Continual Learning; and Public Service Motivation.

    If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs for submission and certification by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft the ECQs.

    Security and Background Requirements: A background security investigation will be required for all appointees.     Recruitment Incentives: A recruitment bonus may be authorized for this position. Repayment of student loans may be offered. Travel, transportation, and relocation expenses may be authorized subject to funds availability and the agency's determination that it would be in the best interest of the Government to authorize such payments as allowed by regulation. If relocation expense allowances are paid, you will be required to sign a one-year service agreement. Failure to fulfill the service agreement may require repayment of relocation expense allowances. A relocation incentive is not authorized.
