Responsibilities

Responsible for all Information Technology (IT) planning for the Bureau of Prisons (BOP), including agency IT architecture, IT strategic plans, the enterprise IT budget, management of the enterprise IT project portfolio and identification and tracking of future IT applications.

Acts as the agency IT liaison to Department of Justice (DOJ) entities, as well as leading IT planning and management functions for the BOP requiring long-term planning and extensive coordination.

Develops and provides day-to-day management of budgets for the IT enterprise and its information systems including: analyzing needs, developing advanced budget projections, monitoring and tracking expenditures and reconciling budget outlays and allocations.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Education:

GS-14 and GS-15: There is no substitution of education for specialized experience for this position.

Experience:

GS-14 and GS-15: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

GS-14:
  • Experience in reconciling budgets and purchases during fiscal year operations for at least a million dollar cost center.
  • Experience negotiating with vendors as to new procurements and maintenance agreements over $500,000.
  • Experience serving as a COR on a major IT project whose budget exceeds $500,000.

GS-15:
  • Experience with developing and managing agency enterprise IT budgets.
  • Experience with managing enterprise IT portfolios including project tracking and risk management.
  • Experience with developing and managing complex procurements of multiple major IT systems.

This position IS NOT included in the bargaining unit.

The representative rate for this position is $156,973 per annum ($75.21 per hour).

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
