Summary

The incumbent of this position serves as the Space and Capital Asset Program (CAP) Manager for VA Maryland Health Care System (VAMHCS). VA Maryland Health Care System (VAMHCS) is a major tertiary care referral center encompassing three (3) hospital based inpatient divisions, including a 1B facility, and six (6) Community Based Outpatient Clinics (CBOCs).

Responsibilities

The incumbent provides professional engineering consultation, engineering design, acquisition and construction phased services in the preparation,
approval, funding and execution of VAMHCS' SCIP (Strategic Capital Investment Plan), consisting of a portfolio of time-phased projects necessary for the execution of the Health Care System's 10-year master plan. Serves as VAMHCS FES' premiere technical expert in the integration of inputs from a variety of complex VA CFM (Construction and Facilities Management) and VHA OCAMES (Office of Capital Asset Management and Engineering Support) databases to realize the development and administration of VAMHCS' SCIP.

Duties include but are not limited to:
  • Serves as the Space Manager for the VAMHCS.
  • Participates fully in the development of proposed minor and major construction projects assisting in preparation of Capital Asset Applications (OMB300's), concept development, space programming, the provision of swing space, phasing plans and assistance in the development of activation resources packages.
  • Develops VAMHCS Space and Capital Asset Management Policy and Programs regarding the efficient and effective utilization of existing space and developing new space.
  • Advises executive management and service level chiefs in all phases of design, development and construction of new space ensuring consistency with Federal and Agency capital asset, real property and strategic capital investment policy
  • Assesses potential VA-owned or leased sites for new project/building development on the healthcare system's campuses as well as build to suit minor and major leases on GSA, and commercially available property throughout the healthcare system's catchment area.
  • Conducts site inspections of existing, available, and adequate facility space.
  • Researches, interprets and develops policies regarding the efficient and effective management of space consistent Federal and Agency policy.
  • Interprets established policy regarding the efficient and effective management of space to ensure it is consistent with local, regional and national level policy.
  • Exhibits expertise in the utilization of a variety of database/drafting programs, space and asset management systems.
  • Determines requirements, reconnaissance, location, and prepares designs, specifications, and estimates.
  • Applies a broad knowledge of the conventional methods, precedents, and standards.
  • Conducts investigations to develop improved design of materials and methods.
  • Prepares designs characterized by a variety of conditions.
  • Prepares original designs and preliminary and final layouts.
  • Provides professional advice to peers, subordinates or non-professional administrators or managers.
  • Reviews or directs the review of plans, specifications, and analyses of design as submitted by subordinate engineers.
  • Advises subordinate personnel on methods and procedures to be used in special studies on highly complex projects.
  • Provides professional oversight and/or project management for construction or maintenance efforts.
  • Performs scheduling and layout of operations, and inspection and surveillance of materials, methods, and equipment used in construction.
  • Plans specific objectives for the program, including required innovations and
  • Reviews and evaluates shop drawings, samples and material certifications submitted by contractor for contract and performance requirements, recommending approval, rejection or receipt.
  • Provides guidance, development and coordination for the planning, design, and oversight of maintenance projects.
  • Prepares correspondence, technical reports, estimates, fact sheets, status reports and schedules as required to complete project assignments.
  • Consults with contractor personnel to resolve difficult and complex unforeseen problems and latent conditions developing during maintenance.
  • Prepares sketches or changes drawings and specifications solving the problem and incorporates these change documents into the contract performance documents.
Possessing and maintaining a current State Driver's License is required - Failure to maintain a current Driver's License will result in Termination of employment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS12 position you must have served 52 weeks at the GS11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

BASIC REQUIREMENTS:

A. Degree: professional engineering (successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in professional engineering). To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.   • Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.   • Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. NOTE: You must submit a copy of your transcript(s) with your application package for verification purposes. (TRANSCRIPTS REQUIRED)
  • Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.   • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing consultation and expertise ensuring Capital Asset Plans are consistent with strategic plans and mission; Serving as the principal advisor to management concerning capital investment planning related to construction or maintenance matters; Developing, planning and coordinating the review, selection and tracking of all delegated Non-Recurring Maintenance and Minor construction projects. Providing direction and assistance in development of the Design Program and other construction project submissions.

    Physical Requirements: The work is primarily sedentary, some physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Due to the nature of the known asbestos health hazards associated with exposure to asbestos fibers, incumbent will be required to utilize various levels of respirators and PPE when involved in any phase of reviewing work in an asbestos environment. Extensive walking tasks, climbing, stooping, crawling, kneeling and life safety inspections in restricted and confined areas.
