The Assistant Inspector General (AIG) for Information Technology is primarily responsible for managing worldwide information technology (IT) support, systems development and integration, acting in a lead representational role with numerous intra- and inter-agency IT organizations, and strategic planning for all OIG IT requirements. The incumbent also has significant responsibilities for providing automated data processing and analysis as well as advanced electronic data processing support to all directorates within the OIG, including the Office of Investigations, Office of Audit, Office of Evaluations and Special Projects, Office of Inspections, and the Office of General Counsel.

Major Duties

The incumbent plans, directs, controls, and supervises IT, data analysis, and other program staff.

Assists the IG, DIG, AIGs and OIG Senior Leadership in setting overall priorities and policy for IT and data analysis activities. Also oversees the planning and execution of these activities to ensure goals and objectives are achieved in an effective and timely manner and that customer expectations are met. Responsible for policy development for OIG-wide IT and data analysis-related matters.

Develops plans to provide all OIG components with IT and data analysis systems and support. This includes researching the methods and means, developing alternative approaches, ensuring security for data, and justifying all significant IT capital investments, which include telecommunications systems. Develops, implements, and enforces security policies OIG-wide, and maintains constant awareness of evolving government-wide policies.

Coordinates planning and implementation of data analysis and predictive analytics with cross-agency stakeholders, and crosscutting entities such as applicable bodies within the Council of Inspectors General on Integrity and Efficiency (CIGIE). Ensures OIG plans and acquisitions integrate with systems, i.e., that they will work together, and that systems, programs, and applications fully integrate throughout OIG headquarters, field offices, and with the Department.

Develops needs assessments and strategic plans, working closely to blend technology and data with the work processes. Chairs cross-functional working groups to develop detailed plans for agency initiatives. Efforts include responsibility for planning, budgeting, acquisition, and implementation.

Monitors and manages the performance of programs in area of responsibility, evaluating the performance of the program(s) based on applicable performance measurements, and advises the IG/DIG regarding whether to continue, modify, or terminate the program.

Establishes the policy and framework for IT security and implements it within OIG and represents OIG in Department committees and working groups involving data integrity, data governance, automated records management, as well as other committees involving data security and enterprise architecture.

Formulates strategies, develops plans and procedures, and implements training and professional development to meet OIG requirements regarding knowledge and skill in information resources management.

The incumbent directs, coordinates, and manages work through subordinates to support a variety of investigative, auditing, evaluation and inspections oversight work requiring significant resources and garnering intense Congressional interest, and advises the Inspector General on agency-wide IT management and data analysis programs. The incumbent makes decisions on work problems presented by subordinate supervisors and makes selections for subordinate supervisory and non-supervisory positions. Implements ways to eliminate bottlenecks, develop teams, and improve business practices; plans and prioritizes schedules; and assigns work.

Assists in maintaining, supporting, and enhancing the OIG's management information system and other software applications, including SharePoint, that are used to perform and track all phases of OIG audit, investigation, evaluation and inspection operations, as well as management support functions. Maintains, supports, and enhances the public OIG internet site, internal intranet and other OIG portal sites, and oversight-related databases.

Directs the development, dissemination, and maintenance of policies, plans, procedures, guidelines, and standards relating to areas of responsibility. The incumbent constantly scans and evaluates new technologies that will have an impact on improving the operations of the OIG as well as implementing enhancements that furthers the mission of the OIG. Ensures the OIG's services meet applicable mandates and determines the impact of changes to the OIG's services. The incumbent also reviews current legislation, directives, regulations, and guidance, and evaluates the impact on OIG programs and services.

This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation.

Knowledge of IT systems, architecture, management, approaches, and development in order to provide effective and secure IT systems.

Broad knowledge of the principles, processes, and functions of management in order to lead a group of professional and administrative staff in providing IT services, including broad knowledge of Federal budget and procurement processes, supervisory personnel management, and contracting.

Expert knowledge of automated data processing methods, including data governance and analytics, use of data visualization tools, data communications, and automated data processing capacity management to identify user requirements, implement methods to expedite processing, and provide required support.

Mastery of the database management concepts, principles and techniques, IT project management principles and methods, data mining, data storage, and data warehousing methods, and interfacing with agency level IT infrastructure.
