Summary

You will serve as a SUPERVISORY INTERDISCIPLINARY COMPUTER SCIENTIST/GENERAL ENGINEER/OPERATIONS RESEARCH ANALYST/PHYSICIST in the COMMUNICATION SYSTEMS AND NETWORKS TEST AND EVALUATION (T&E) BRANCH, INTEGRATION MISSION AND AVIONICS T&E DIVISION of NAVTESTWINGLANT NWCF.

Responsibilities

  • You will evaluate vulnerability, mission effectiveness and suitability for the intended mission thread and/or assess the ability of the system to meet warfare area objectives and systems of systems requirements.
  • You will provide installed system ground and flight testing as well as constructive, virtual, and laboratory testing utilizing software support activities, engineering labs, software integration labs, and simulators.
  • You will identify and implement ways to eliminate or reduce significant bottlenecks and barriers to meeting branch goals and objectives.
  • You will stop tests with recommendations for higher management review if unsafe conditions appear.
  • You will provide technical direction and guidance, and perform final technical review on all aspects of communication systems, networks and associated mission computers, controls, and software to conduct Communication Systems and Networks DTE.
  • You will act as a project or program manager for major system developments, the direction of technology-based research, or business initiatives which have the highest significance to the agency?s needs.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NM-04 (GS-13/14) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of Qualifying Specialized Experience: 1) Planning and managing branch assets to include personnel, processes, and facilities; 2) Identifying opportunities for increased efficiencies, streamlining T&E processes, and focusing on providing increased warfighter capabilities by aligning with fleet priorities; 3) Providing technical direction and guidance for the planning, designing, directing, coordinating, conducting, experimenting, and reporting of Communication Systems and Networks Developmental Test and Evaluation (DT&E) work assigned; 4) Assisting Program Teams with the acquisition process, reviewing Capability Development Documents, Technology Development Strategies, Test and Evaluation Master Plans (TEMPS) and Cost Requirements Descriptions, assisting in identifying test resources required to support Communication Systems and Networks DT&E activities; 5) Ensuring test plans are within scope meeting program needs and inclusive of capabilities based or mission based test planning.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

0801 Series:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering

1310 Series:
A. Degree: physics; or related degree that included at least 24 semester hours in physics.

OR

B. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. (In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.)

1515 Series:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

1550 Series:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
