Responsibilities

Supervision and Management.

Performs the full range of supervisory responsibilities, to include: plans work to be accomplished; sets and adjusts priorities, and prepares schedules for completion of work; assigns work based on priorities, selective consideration of the difficulty, requirements of assignments, and capabilities of employees; develops performance standards; evaluates work performance of subordinates; gives advice, counsel and/or instructions to employees on both work and administrative matters; interviews candidates for positions, recommends appointments promotions, or reassignments; hears and resolves complaints from employees, refers group grievances and more serious unresolved complaints to a higher level; effects major and minor disciplinary measures; identifies developmental and/or training needs of subordinates; ensures timely performance of work and that quality standards are met; and makes changes in work assignments, workflow, and balances workload among employees to increase effectiveness of operations supervised.

Solution Architecture.

Formulates and develops broad program goals, objectives, policy, and long-range plans. Provides executive-level oversight and management of technical and operational program execution. Provides the directors and higher echelons with recommendations and conclusions that are technically authoritative and have far-reaching effect on the activities of the organization and information technology programs. Ensures critical decisions/orders affecting operations are executed within hours, 365 days per year, 24 by 7, in view of the national, dynamic operating environment. Represents and speaks for the organization in extensive contacts with senior-level officials of the Department of the Labor, sub-agencies, and industry; explains the need for new programs that have DOL-wide implications. As an authority in operating, managing, and defending enterprise-level information management, applies a mastery of information technology knowledge to the research, design, development, test, and evaluation of computer hardware and software in an integrated manner. Monitors design and engineering and related program execution, and initiates corrective actions as needed. Provides directors broad direction and guidance regarding current and long-range organization and program goals, objectives, and policies; and provides guidance for resolution of controversial and critical issues affecting mission accomplishment. Leads the development of procedures and guidelines for technical operations. Collaborates with project teams to define and design technology solutions to assist the business in meeting its business objectives. Performs closely with Enterprise Architect to assure constant compliance of DOL applications blueprints with architecture. Develops repository for all business processes to ensure seamless implementation and adoption of defined future state architecture. Supports the identification of gaps between the current and the target architecture states and develops plans for transitioning to the target architecture. Designs and develops architecture activity process models to support usability, interoperability and standardization.

Software Life Cycle Development Management for Platforms.

Leads overarching IT initiatives in defining and interpreting DOL standards regarding all aspects of the SDLCM as it relates to platforms services. Assists in defining the scope, timelines, deliverables and resources needed to implement system development projects. Participates in change and configuration management board activities to provide subject matter expertise on SDLCM standards, practices, and limitations. Programming. Develops code according to functional specifications. Unit-tests code to ensure its quality and integrity.

IT Security.

Provides input into the formulation of system development security policies and guidelines. Ensures that security policies and guidelines are adhered to through SDLC, from requirements gathering to deployment. Develops security contingency and mitigation plans related to system development and deployment, and ensures their execution by System Development. Performs advocacy of security best practices for agency system development and serves as a development security center expert, DOL-wide. Ensures security of system development tools, performing periodic scans and vulnerability assessments. Assists Branch of IT Portfolio and Project Management and SDLCM in developing security test scripts (providing technical expertise) and runs security tests. Rapidly defines and justifies technologies and applications necessary to support enterprise needs.

Qualifications

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.

Specialized Experience is defined as having experience in designing and developing enterprise architecture, performing periodic scans and vulnerability assessments, managing and developing standards, governance, and procedures related to enterprise architecture application development, and operating, managing, and defending enterprise-level information management. The applicant also has advanced experience in developing code according to functional specification, developing and providing technical expertise in functional test scripts, and developing security system tools. Experience in leveraging, promoting, and centralizing enterprise best practices and expertise in the business applications development life cycle.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
