Summary

This position is known organizationally as the Director, Office of Information Technology (OIT) and Chief Information Officer (CIO), and is the principal advisor on the application of information technology (IT) to support and improve the Agency's business processes. Directs short-term and long-range strategic IT planning and policy development. Manages the staff, computer facilities, equipment, and telecommunications network; and provides IT policy and procedural direction to the Agency.

Responsibilities

  • Advises the agency's Executive Team on the acquisition, utilization and management of information technology systems and other resources that maximally support the agency's mission and operation.
  • Researches and evaluates available technologies and standards to meet agency requirements.
  • Ensures the rigorous application of information security policies, procedures and practices in the selection and delivery of IT resources and systems.
  • Serves as the agency's primary contact and representative on IT issues with other federal and non-governmental organizations.
  • Leads the Office of Information Technology's engagement on preparing for and implementing emergency response/disaster recovery efforts.
  • Supervises the OIT federal staff. Oversees the IT Support Services contract, including LAN Administrator, Database Developer, and Level II Support.

Qualifications

At the GS - 15 level, you must meet the following qualification:

One year of specialized experience equivalent to the GS-14 that demonstrates experience in representing the IT program at senior and executive levels with government and contractor organizations; and providing expert technical advice and guidance to senior leadership on appropriate application of technology to meet current and future mission requirements.

In addition, Best Qualified candidates would need to demonstrate experience performing at least four of the following functions:
  • Analysis, planning, design, implementation, documentation, assessment, and management of the enterprise structural framework to align IT strategy, plans, and systems with the mission, goals, structure, and processes of the organization.
  • Serving as a principal IT advisor to a senior management official on matters related to the acquisition, utilization and management of information technology and resources consistent with federal laws and professional standards;
  • Supervising and managing staff and budget resources to accomplish major organizational IT strategies, initiatives, programs and projects;
  • Planning and delivery of customer support services, including installation, configuration, troubleshooting, customer assistance, and/or training, in response to customer requirements;
  • Applying advanced IT principles, concepts, methods, standards and practices to initiate, develop, interpret policies and procedures, and strategies governing the planning and delivery of IT services throughout an organization; and
  • Developing and applying information security/information assurance policies and practices in the selection and delivery of resources and systems.

Preferred Systems Experience:
Knowledge of Cisco networks, Juniper security, utilizing Dell servers running VMware in a windows environment, MS Office 365, OneDrive, SharePoint Online, SQL databases and Apple iPhone and iPad mobile devices is preferred but not required.

Only experience and education obtained by the closing date of this announcement will be considered. Telework Suitability:

The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a 1-year probationary period.

Selection may require completion of a 1-year supervisory or managerial probationary period.
