The primary purpose of this position is to be the single point of contact responsible for planning, administering, developing and evaluating the base training and education services program for all personnel assigned or attached to the installation. Serves as liaison between the installations and unit commanders and 11 WG regarding training.

Responsibilities

  • Serves as the Base Training and Education Services (BTES) Administrator with responsibility to plan, direct, coordinate and report on the full scope of activities to accomplish the assigned centers programs.
  • Conducts the strategic planning process to include needs assessment, evaluation of quality training system recommendations, establishing annual objectives, review the Training Plans for currency and implement the plan and evaluate progress.
  • Provides On-the-Job Training (OJT) and Education consultant services to support all assigned units on all performance locations to include reserve Individual Mobilization Augmentees (IMAs).
  • Provides contract oversight to the Distance Training program and computer systems maintenance.
  • Provides Work Group Managers support for all 11 MSS Training and Education areas of operation, to Include office areas, testing, Learning Centers, Distance Learning facilities, test site for AF systems (AF AEMS, AF AEMS-Lite) as others as needed.
  • Performs personnel supervisory/management responsibilities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for GS-1702, Education and Training Technician Series.

SPECIALIZED EXPERIENCE: Applicant must haveone year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes broad professional knowledge commensurate with or equal to that found in Registrar and enrollment management found at any two or four year civilian college. Knowledge of program objectives, policies, procedures, or pertinent regulatory requirements affecting the particular education or training. Thorough understanding of a wide range of theories, principles, concepts, standards, and methods of the discipline Sufficient to carry out difficult and complex work assignments. Knowledge of the discipline sufficient to adapt precedents or existing strategies to meet unusual needs or special demands requiring extended professional experience to prepare, present, and evaluate plans, designs, reports and correspondence

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. In-depth knowledge of education and training policies, programs, and processes relating to On-the-Job Training (OJT), Career Development Course (CDC) administration, career field education and training plans (CFETPs), specialty training standards (STSs), course training standards (CTSs). General knowledge of DOD and Air Force training/educational policies, programs and processes. Ability to instruct training courses in a classroom or seminar setting.
2. Knowledge of a wide range of contracting and procurement policies and procedures of suppliers' methods of operation to determine the most efficient services available. Knowledge of basic budget preparation as it applies to preparing operating and capital expenditure training budgets.
3. Knowledge of, and skill in developing course materials and instructional methods, principles, and techniques in order to develop self-contained training courses, obtain training resources and assess overall effectiveness in order to meet identified training requirements.
4. Knowledge of the fundamental capabilities and limitations of a variety of computers, computer network systems, and programs; as well as computer-related software and hardware in order to test, install, upgrade, configure, diagnose, and maintain proper functionality. Ability to supervise employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employees, and skill to teach training and education techniques to employees.
5. Knowledge of Distance Learning (DL) techniques and strategies. Ability to review, analyze and evaluate education and training programs. Ability to plan, organize and direct training and educational programs and services. Skill in the use of surveys and statistical data to analyze trends and make recommendations for improving education and training programs.
6. Ability to communicate effectively, both orally and in writing, including the ability to deal with diverse populations from educationally disadvantaged or vocationally underdeveloped to college graduates. Skill in preparing written forms, schedules and reports relating to base training programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
