WMATA's Automatic Fare Collection (AFC) engineering team is seeking to fill the position of senior engineer to serve as an AFC Senior Systems Engineer. AFC System Engineers are responsible for the requirements, development, validation/verification, implementation, maintenance, monitoring and management of all WMATA AFC Equipment and Systems as well as supporting WMATA's regional transit partners and their regional fare collection systems and fare collection initiatives. Some of the systems managed by the group are Ticketing Vendors, Faregates, Fareboxes, Backend Fare Processing Systems, Status Monitoring & Maintenance Systems, Fraud Analysis, DB/CR, and Cash Handling Systems, among others.

Our customers interact with WMATA often via the AFC system, purchasing their fares for buses and trains, and entering and exiting metro stations. Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's Degree in Engineering discipline with a minimum of ten (10) years of progressive, relevant engineer experience as described below (including experience as an Engineer II) OR the equivalent combination of education, experience and/or training demonstrating the following skills:

• Working independently on routine projects and/or under guidance on special projects, effectively incorporating engineering theories, standards, concepts, and techniques as well as engineering/industry/government codes and regulations;

• Performing and interpreting engineering analyses and calculations

• Developing creative solutions to problems of above-average complexity;

• Managing multiple engineering projects/assignments and ensuring work conforms to project/task requirements, including coordinating work across different areas, departments and or/work groups;

• Identifying the need for new projects/initiatives and recommending a solution;

• Mentoring junior engineers and others in a variety of engineering projects/activities;

• Keeping abreast of new equipment, methods and developments in an engineering specialty.

Experience in lieu of education will be considered if candidate can effectively demonstrate knowledge of commonly-used standard principles, theories, standards, concepts and techniques within the field of Engineering.

License:

Professional Engineer (PE) License preferred.

Possession of, or ability to acquire, a District of Columbia, Maryland or Virginia motor vehicle operator's license issued from jurisdiction of residence.

Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this particular position either with or without reasonable accommodation(s).

Job Summary/Duties:

This is responsible professional engineering work of a complex nature. If assigned to a discipline Deputy Chief, may serve as a design manager and with responsibility for overseeing the review and coordination of all designs, plans and specifications required for the Authority's rapid rail and bus transit systems. May serve as the head of an assigned engineering section with technical supervisory responsibility over assigned engineers. If assigned to a project or program is responsible for the management of the planning, technical direction, administration, and construction of assigned contracts, projects, or programs. May be required to provide technical supervision of assigned project staff. Has extensive latitude for independent judgment and action within guidelines. Performance will be evaluated based upon effective completion of duties.

Maintain task documents, submittals, test results correspondence etc on web-based project management system and People Soft and later store the contract documents for future use on documentum.

Assist Deputy Chief or Project manager and On-Call consultant in developing scope of work and engineer's estimate for the design task for On-Call consultant. Assist in preparing for and in negotiating professional services task orders, contract modifications, and IDIQ/JOC orders for services. Review and process invoices submitted by the contractors or consultants for payment and input payment in People Soft system.

In coordination with the discipline Deputy Chief(s) and On-Call Consultant staff, reviews or develops engineering design criteria, plans and specifications.

Reviews drawings, specifications and computations developed by Designers or developed in-house for new construction projects or renovation or rehabilitation projects to ensure the contract is ready for advertisement.

Acts as a primary point of contact for the Authority for all technical and contractual matters pertaining to the project.

Perform extensive coordination with various WMATA departments, jurisdictional authority, consultants and contractors for all matters related to the assigned project.

Prepares and presents accurate engineering reports and presentations using MS office suit software for the project.

Coordinates the development of service agreements with the utility companies and administer permit process, obtain service connections, and released for contract closeout for assigned projects.

Provides technical supervision of Authority engineers, technicians and consultants if required.

Monitor budget and schedule of the assigned project and coordinate with other departments to issue notice to proceed for tasks in a timely manner.

Represents the Deputy Chief, Project Manager, or Sr Program Manager, for specifically designated contracts/projects with the responsibility to ensure that facilities and systems are constructed in accordance with plans and specifications, within schedule, and are thoroughly coordinated with operational departments.
